N0016426Q0066 � SOLE SOURCE � LATCH ASSEMBLIES � PSC 1560� NAICS 332721 Issue Date: 11-MAR-2026 � Closing Date: 23-MAR-2026 � 11:00 p.m. Time Eastern ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for an initial purchase of a quantity of 200 Latch Assemblies, Original Equipment Manufacturer (OEM) Part Number ARN06002-90206, National Stock Number 1560-01-667-1213, with shipping costs and an option for the purchase of a quantity of 300, plus shipping with the option to be available for the period of one year from the date of the award The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Arnprior Aerospace Portland, Inc., cage code, under the authority of FAR 12.102(a) for acquisition valued at or below the simplified acquisition threshold where only one source is available. The requirement is being solicited on a sole source basis because Arnprior Aerospace Portland, Inc. latch assembly (part number ARN06002-90206) has successfully undergone Boeing's qualification and approval process and is the only such assembly authorized for use in the P8 Aircraft for the TAS Program. The latch assembly is listed on a Boeing document which illustrates the OEM part number and lists Arnprior's cage code. The Government has no drawings or technical information needed for competition. Deviating from this material would result in an unapproved configuration of the Sonobuoy Storage Racks. Material must be purchased from this vendor or an authorized distributor to comply with the Boeing Illustration. Shifting to a different vendor/s part presents a financial risk, as the re-qualification costs are projected to surpass any achievable cost savings. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
