Description
This RFI is for market research, information, and planning purposes only, and does not constitute a solicitation for bids, proposals, or quotations. This RFI must not to be construed as a commitment by the government to issue a request for proposal, quote or award a contract as a result of this RFI. This announcement is NOT a Request for Proposal (RFP) or a Request for Quote (RFQ). The government will not reimburse respondents for any cost associated with information submitted in response to this request. The purpose of obtaining information is to improve the understanding of government requirements and industry available capabilities. The Defense Logistics Agency (DLA) intend to identify sources, assess industry capabilities and obtain cost estimates for an up to five-year initiative to specifically support the DLA Engery system architecture in a single environment with ancillary integrated system components (e.g. Fuels Manager Defense and Energy Procurement System Tools) know as "Digital Business Tranformation". This architecture consists of the following: Systems, Applications and Products (SAP) - S4 HANA (High Analytics Application), Ingegrated Business Planning (IBP), Supplier Relationship Management (SRM), Industry Solution for Oil and Gas (IS-Oil), Bulk Fuels Management (BFM) and Procurement for Public Sector (PPS). Responses to this RFI will be assessed to identify potential sources that are considered best qualified to meet future requirements. Overall this RFI will assist in the acquisition strategy should the government determine to move forward. A DRAFT Performance Work Statement (PWS) is attached further detailing the requirements of this proposed initiative.
