Sources Sought Notice / Market Research (MATOC � Construction Services) This Sources Sought Notice is issued in accordance with FAR Part 10, Market Research, for planning purposes only and does not constitute a formal solicitation. The Government intends to issue a solicitation amendment for W56ZTN?26?R?0004 in the coming days. Responses to this notice will assist the Government in identifying qualified 8(a) small businesses capable of supporting a forthcoming Multiple Award Task Order Contract (MATOC) for construction services. The Army Contracting Command � Aberdeen Proving Ground (ACC?APG) is seeking interested and capable 8(a) firms for a Firm?Fixed?Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) MATOC in accordance with FAR 16.504. The Government anticipates awarding up to five (5) contracts under an 8(a) competitive set?aside. Scope of Work The MATOC will provide comprehensive construction and real property services, including but not limited to: Facility maintenance, repair, and alteration Renovation and new construction Building demolition Base utility system maintenance and repair Environmental and industrial hygiene services (asbestos/lead abatement, soil/gas analysis, UXO monitoring) Contractors shall furnish all labor, equipment, materials, tools, supervision, transportation, insurance, and bonding necessary to perform work under individual task orders. The anticipated contract structure includes: Five?year base period Six?month option period Estimated total value: ~$124M Performance Locations Construction work will be performed under individual task orders at the following installations and surrounding areas: Designated Performance Areas Aberdeen Proving Ground (Aberdeen Area & Edgewood Area) Graces Quarters & Carroll Island Churchville Test Area Blossom Point Research Facility Adelphi Laboratory Center Additional designated areas located in Harford and Baltimore Counties, Maryland Additional details and full performance requirements will be provided in the Draft Performance Work Statement (PWS). Submission Requirements Interested 8(a) firms are requested to submit a Capabilities Statement (max 10 pages) demonstrating their ability to perform construction services under this MATOC. Submissions should be formatted on 8.5� x 11� pages, 12?point font, and may use bullet format. 1. Company Profile Include: Company name, address, website Point of contact (name, phone, email) CAGE Code UEI number Small business status (8(a), HUBZone, WOSB, SDVOSB, etc.) Primary NAICS code and confirmation of qualification under NAICS 236220 (Small Business Size Standard: $45M) 2. SAM Registration Confirm active registration in SAM.gov. 3. Capability Statement Provide evidence of: Organizational and staff capability Experience with construction, renovation, demolition, utilities, and environmental services Past performance on Government or commercial construction contracts Experience working on secure or controlled?access military installations Quality assurance/quality control procedures Ability to meet performance timelines and reporting requirements 4. Teaming Arrangements If applicable, describe: Subcontracting approach Roles and responsibilities Management structure for team execution 5. Bonding Capacity Provide a surety letter confirming the ability to obtain minimum bonding capacity of $15M for the contract period.
