Description
The United States Coast Guard (USCG) is issuing this Request for Information (RFI) to conduct market research in support of a potential future acquisition for the Homeland Security Cutter � Light Icebreaker (HSC-L) program. The USCG contemplates streamlined approaches related to contract design, reduced Government oversight, source selection, and contract requirements. The Government anticipates a requirement for the production-ready design, production engineering, construction, test, and delivery of up to seven HSC-L vessels. The Government has developed a Contract Design (CD) baseline, which will require further maturation by the contractor to a production-ready design, followed by vessel construction and delivery. This RFI seeks industry feedback to inform acquisition strategy and solicitation development. Specifically, the Government requests input on: Draft Statement of Work (SOW) Draft Specification (SPEC) Contract Design (CD) artifacts Production feasibility, industrial base considerations, and execution approach Program risks, including cost and schedule drivers High-level solicitation approach, including a potential two-phase advisory down-select process The Government�s objective is to obtain industry insight to improve requirement clarity, validate design maturity, and ensure the future solicitation reflects realistic, executable requirements aligned with industry capability. This RFI is issued for information and planning purposes only and does not constitute a solicitation. Responses are due no later than April 10, 2026, at 2:00 PM Eastern Time. --------------------------- AMENDMENT 0001 - NOTICE OF UPDATE --------------------------- The Government has updated select RFI attachments associated with contract design artifacts to correct formatting and administrative inconsistencies. These revisions are non-substantive and do not alter any technical content.
