Description
Update 04/03/2026: This solicitation was amended via Amendment 0001. Be sure to download the amendment and the two attachments that were updated when viewing the link in the Links section below. Questions received have been answered in the amendment narrative. Note the closing date is now 15 April 2026. Blanket Purchase Agreement for Paint, Primer, Thinner, and Blasting Media - Solicitation USACE Rock Island District has a requirement for the purchase of marine grade paint and related items and therefore intends establish a suite of Blanket Purchase Agreements (BPAs) for the procurement of specific paint formulas (VZ-108d, V-766e), MEK thinner, and coal slag blasting media. These supplies are required by the USACE Mississippi River Project Office to preserve the surfaces of Lock and Dam Tainter Gates. The proposed action is a multiple award BPA with a five-year ordering period and a total estimated ordering capacity of $900,000. Per current regulations and policy the solicitation and its three attachments are posted to PIEE Solicitation module. Please follow the link in the Links section below and be sure to download all four files. NOTE about Partial Set-Aside: Two NAICS codes are needed to provide all required items. Below are the NAICS codes, PSCs, and the size standards that apply to each. a. Paint & Thinner NAICS 325510 "Paint and Coating Manufacturing", is being used to compete this portion of the requirement as full and open. b. Blasting Media NAICS 327910 "Abrasive Product Manufacturing", with a Small Business size standard of 500 employees is being used to compete this portion as a partial set-aside for small businesses only.
