Description
This Request for Information (RFI) is for market research purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute a Request for Bid, Request for Quote, or Request for Proposal, nor does it restrict the Government as to its ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Both large and small business concerns are encouraged to participate in this request. The purpose of this RFI is to gain knowledge of solutions for eliminating metal and plastic debris from soil in an area of the U.S. Army Engineer Research and Development Center (ERDC) Cold Regions Research and Engineering Laboratory (CRREL) campus that will be used for electromagnetic induction (EMI) sensor testing. BACKGROUND: ERDC-CRREL in Hanover, NH requires a test site in the ground for EMI sensor testing under varying weather conditions. The outdoor testing area will need to be free of any metal and plastic debris. CRREL has a potential site selected on an unused portion of the campus. REQUIREMENTS: The Government is seeking market research information that will eliminate metal and plastic debris from soil in a site which is 30 meters in length by 5 meters in width and extend from the surface of the ground to a depth of 3-5 meters. The information sought includes, but is not limited to, pricing estimates, project scheduling, industry capabilities, and potential solutions. SITE VISITS Vendors are authorized to perform site visits before submitting a response to this RFI. Site visits will be conducted at CRREL located at 72 Lyme Road, Hanover NH 03755-1290, South Gate. Site visits can be requested any time prior to the closing of this RFI by contacting Caitlin Arnold, caitlin.e.arnold@usace.army.mil , (603) 646-4114 and providing a list of all attendees. Please note that attendees must possess a state or United States (U.S.) Government issued form of identification, such as a REAL-ID compliant State issued identification card or driver�s license, or a U.S. Government issued passport to gain access to the facility. Attendees without preauthorized access will not be permitted to access the CRREL facility. DETAILS: Responses are for informational purposes only and will not be used as the basis for contract award. Vendor submissions will be reviewed by Government technical staff and may be used to develop the scope and magnitude of this proposed project. Vendors that respond may be included in our market research findings as potential sources; however, no formal solicitation is being immediately contemplated. The North American Industry Classification System (NAICS) code will depend on the final scope and estimated magnitude of the project; however, it is anticipated to be 561730 � Landscaping Services. The Small Business Size Standard is $9.5 million. Vendors having the skills and capabilities necessary to provide the described requirements are invited to provide feedback. Responses to this notice shall be submitted NLT 12:00 PM CDT, 10 November 2025 to Tomeka.J.McNeely@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to solicit based upon responses to this notice is solely within the discretion of the Government. Note: To be eligible for award of any resultant Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
