Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation number N3220526Q0008 is issued as a request for quotation (RFQ) for Fuel Barge Services with tug, if necessary, to deliver fuel from DFSP Point Loma, CA to USNS Lucy Stone at Pier 1, Naval Base San Diego, CA (NBSD). This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This solicitation does not have a Defense Priorities and Allocation System (DPAS) rating. See attached SF 1449 for a list of all details of the supplies and/or services required and a list of all solicitation provisions and contract clauses that apply to the acquisition. Responses to the solicitation are due on Wednesday, 04 March, 2026 at 3PM Eastern Time. Quotes shall be e-mailed to the Contracting Officer, Ms. Jordan Castellat, at Jordan.r.castellat.civ@us.navy.mil and Ms. Keeley Crosby at keeley.a.crosby.civ@us.navy.mil. To be considered timely, an e-mail quote must be received in its entirety in the designated e-mail inbox by the due date and time for quote submission. Reference the solicitation number on your quote. E-mail quotes shall be in either Adobe or Microsoft Office format. No other method of submission is acceptable. The anticipated award date is Thursday, 12 March, 2026. All responsible sources may submit a quote, which shall be considered by the agency. Questions or comments regarding this notice may be addressed to the point of contact of this announcement prior to Friday, 27 February, 2026.
