Description
The mission of NIWC Pacific is to conduct research, development, prototyping, engineering, test and evaluation, installation and sustainment of integrated information warfare capabilities and services across all warfighting domains. Our vision is to bring the power of information to the fight. As one of the Navy premier research and development laboratories for Information Warfare, NIWC Pacific is seeking to accelerate the acquisition and fielding of advanced commercial solutions that can enhance the capabilities of the U.S. Navy and the joint warfighter. This CSO invites proposals for innovative, commercial technologies relevant to our mission. We may award FAR-based, fixed-price contracts under the authority of 10 U.S.C. 3458, as implemented by Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, which authorizes the Department of Defense to acquire innovative commercial products and services through a competitive process. We may also award Prototype OTs under the authority of 10 U.S.C. 4022 to vendors to carry out prototype project(s) directly relevant to enhancing the mission effectiveness of personnel of the Department of Defense or improving platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense, or to improvement of platforms, systems, components, or materials in use by the armed forces. NIWC Pacific will release AOIs against this CSO for capabilities that fall within the focus areas defined herein. AOIs will be published separately and posted on SAM.gov with reference to this CSO number N6600126S0001. (NOTE PROPOSALS WILL ONLY BE RECEIVED UNDER AN AOI PUBLISHED AGAINST THIS CSO.) AOIs can be issued at any time during the CSO period of availability. AOIs will include specific instructions for submission as it relates to the capabilities being sought by industry. Proposals will be evaluated on their individual merits. This Commercial Solutions Opening (CSO) describes our, three-phase competitive process. Successful companies may receive FAR-based, fixed-price commercial contracts or Other Transaction agreements for prototypes (Prototype OTs). NIWC Pacific will utilize AOIs to seek innovative commercial solutions for novel technologies and solutions that address the following warfighting pillars. Proposals should clearly articulate how their commercial solution can be adapted or applied to solve problems within these areas. Areas of Interest: Pillar I Warfighting Capability and Mission Execution, Pillar II The Resilient Information Backbone, and Pillar III Capability Development and Mission Assurance
