Description

This is a notice of intent to acquire Presby Advanced Enviro-Septic (AES) Wastewater Treatment System to treat 5,000 gallons per day to 67,000 gallons per day of pre-treated wastewater influent generated from Pohakuloa Training Area (PTA) facilities to the effluent discharge requirements of Hawaii Administration Rules (HAR) section 11-62-26. The pre-treated wastewater influent is estimated to have a concentration of approximately 150 milligrams per liter (mg/L) for both BOD5 and TSS. Per HAR section 11-62-26, the treated wastewater generated from PTA facilities must meet effluent limits of 60 mg/L for BOD5 and 60 mg/L for TSS. The Presby AES Wastewater Treatment System receives the pre-treated influent from an 84,000 gallon septic tank and evenly distributes the wastewater to air vented 12-inch corrugated and perforated plastic pipes wrapped with geotextile, coarse fibers, and bio-accelerator fabric. The 12-inch pipes are manifolded and installed on a sand filtration absorption bed. The Presby AES Wastewater Treatment System uses passive treatment methodology to reduce suspended solids (TSS) and 5-day biochemical oxygen demand (BOD5) of the wastewater influent prior to discharge into the ground. Firms that believe they have an alternative to the Presby AES Wastewater Treatment system capable of fully meeting the performance specifications of the Presby AES Product may submit a capabilities statement. The capability statement shall be submitted by email to Jennifer Ko at jennifer.i.ko@usace.army.mil and Christie Lee at christie.s.lee@usace.army.mil no later than 6 January 2026, 2:00 pm., Hawaii Standard Time. The Government will not be responsible for any costs incurred in the preparation or submission of information in response to this announcement. The capability statement shall include the following: Provide fully detailed specification sheets for the product offered that is equivalent to the Presby AES wastewater treatment system. The specification sheets must include the manufacturer�s name, address and country of manufacture. Provide a narrative, not exceeding two (2) pages, detailing how the alternate product offered is fully comparable to the Presby AES treatment system. The narrative should explain how your product will function and operate in the same manner, delivering the same functionality as the Presby AES wastewater treatment system.
