Description
The work includes removing an existing Herbert Hoover Dike Culvert HP-5 and the construction of new water control structure S-284 within the same footprint as the existing structure. The new construction of S-284 will require the installation of a steel sheet pile cofferdam with earthen plugs on the lakeside and an earthen cofferdam on the landside. These features are required to excavate, remove the existing structure, and construct the new S-284. The landside cofferdam will also serve as a bypass road for the Contractor, Government, Seminole Tribe of Florida (STOF), and State personnel and other construction Contractors (construction equipment) not associated with this contract. Dewatering will be required to control the groundwater in accordance with contract specifications. The structure will include cast-in-place reinforced concrete foundations, headwalls, and culvert. A combination flap/slide gate will be installed at the lakeside headwall. S-284 will consist of one (1) 8-foot by 8-foot culvert. In addition to the 8-foot by 8-foot culvert, a 42-inch conduit will be installed through the embankment just south of the S-284 structure for future pumped water supply. The pumps and infrastructure will be installed under a separate contract. Once the embankment is constructed to the lines and grades shown, riprap will be installed as shown, and a control building will be installed on the work platform. Work also includes operation of the by-pass pump system, grassing and turbidity monitoring. After completion of S-284 construction, the steel sheet pile and earthen cofferdams will be removed. The period of performance for this procurement is a total of 869 calendar days plus 90 calendars to establish grass and sodding from issuance of the Notice to Proceed. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. Proposals will be evaluated in the areas of technical merit, past performance, small business participation and price. Magnitude of construction is between $10,000,000.00 and $25,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. ALL RESPONSIBLE OFFERORS ARE ENCOURAGED TO PARTICIPATE. The solicitation will be issued on or about 16 November 2018 with a response date of 05 December 2018. Solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities (FBO) website: https://fedbizopps.gov/. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the Federal Business Opportunities website. If you are not registered, the Government is not responsible with providing you with notification of any changes to this solicitation.
