Synopsis: Army Combat Fitness Test (ACFT) Equipment NAICS: 339920 NSN: 7830-01-675-1851 The United States Army Contracting Command - Warren (ACC-WRN) intends to issue a Request for Proposal (RFP), W56HZV-19-R-0028, for the effort described herein. A Sources Sought Notice (ACFT26OCT2018) was posted to FedBizOpps on 26 Oct 2018 for ACFT equipment. The Sources Sought Notice closed on 09 Nov 2018 and provided ACC-WRN with the market's capabilities of providing ACFT equipment to the United States Government (USG). The market research determined that there is capacity limitations with manufacturing components. Subcontracting opportunities are expected. The following companies participated in the market survey and chose to be identified: - Inventory Management Solutions, LLC - Beaverfit - Crane Fitness - Enterprise Furniture Consultants - Quality Specialty Products - Eleiko - American Barbell - Wright Equipment - Hi-Temp - Sorinex - ADS, Inc - Pierce Distribution Services - Life Fitness As a result, this requirement will be 100% set-aside to small business. The Government anticipates awarding a firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract to include three ordering periods. The RFP is expected to be released on FedBizOpps in December 2018 and close 30 days after date of issuance. The Government is expecting to award a single, all or none contract no later than March 2019. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The ACFT is a six event test comprised of 11 items of fitness equipment per lane (one set) that will measure muscular strength, muscular endurance, power, flexibility, coordination, speed, agility, cardiovascular endurance, balance, and reaction time. It is the first new physical fitness test for the Army in 38 years. The contract requirement will be for the contractor to acquire ACFT equipment and to kit sets. It is anticipated that the guaranteed minimum quantity will be estimated at 26,000 sets and the maximum quantity estimated at 30,000 sets. Deliveries of the ACFT equipment must be in-hand to Army units no later than 01 Oct 2019. Phased deliveries are recommended to start no later than April 2019 in order to meet the required in-hand date. The Government anticipates utilizing Government Bill of Lading (GBL) Transportation Authorization Code (TAC) for all direct vendor delivery of AFCT equipment to the Army units. The following is a description of each of the ACFT equipment items the contractor will acquire including the estimated total minimum/maximum quantities of each. One set will include the specified number of quantities of each item (identified below as 1 x, 2 x, 4 x, etc.). a. 1 x Hexagon Bar/Trap-Bar Non-rust bar due to outside usage & storage; d-handle hexagon barbell are not allowed. Loadable sleeve length must be able to hold x 4 45lb bumper plates with collar. Weight of bar should be standard 60lb empty. (Quantity 26,000/30,000 each) b. Bumper Plates (550lb). Bumper plates to be solid rubber plates made from 100% virgin or high quality recycled rubber with an insert type of forged stainless steel and consist of the following specifications: 4 x 10lb Plate Width 1 3/8" (Quantity 104,000/120,000 each) 2 x 15lb Plate Width 1 7/8" (Quantity 52,000/60,000 each) 2 x 25lb Plate Width 2 1/4" (Quantity 52,000/60,000 each)2 x 35lb Plate Width 3 1/8" (Quantity 52,000/60,000 each) 8 x 45lb Plate Width 3 3/4" (Quantity 208,000/240,000 each) c. 1 x (Pair) Barbell Collar/Spring. Designed to be used on 50mm Olympic bar sleeves. Made of long lasting rubber interior to protect barbell and provide a snug fit. Quick and easy locking mechanism provides secure hold and easy on/off. (Quantity 26,000/30,000 pairs) d. 1 x Nylon Sled (With Pull Strap). The nylon sled to be dragged on multiple surfaces (grass and turf). The sled to handle up to four 45lb plates. (Quantity 26,000/30,000 each) e. 1 x 10lb Rubber Medicine Ball. A medicine ball approximately 9" in diameter and must be 10lbs. No other weight is acceptable. (Quantity 26,000/30,000 each) f. 2 x 40lb Kettlebell. The kettlebell can be a cast-iron or cast steel weight (resembling a cannonball with a handle) used to perform many types of exercises, including but not limited to ballistic exercises that combine cardiovascular, strength and flexibility training. Should be made of a natural, slip-free texture with a seamless and even finish. (Quantity 52,000/60,000 each) g. 1 x Measuring Tape (Metric). Must be capable of measuring in metric. Durable, long-lasting, vinyl-coated fiberglass tapes in ABS shatter resistant case. Closed reel tapes feature an easy to wind, flush-folding handle. Tape must be made of fiberglass. Manufactured/designed for working outdoors in muddy or wet conditions. Should be durable and easily cleaned. (Quantity 26,000/30,000 each) After procuring or manufacturing all of the 11 ACFT equipment components, the contractor will package (kit) each set in a single storage crate. This storage crate will encompass one set, NSN: 7830-01-675-1851. Companies who are interested subcontracting any of this effort may choose to be identified as interested sources on FedBizOpps.
