Description

This sources sought synopsis is for planning purposes only and does not constitute a Request for Proposal (RFP). Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the interested party�s expense. The information gathered will be used by the Government to determine the appropriate acquisition strategy if a solicitation is issued. DLA Energy is seeking to identify capable vendors who can meet the requirement outlined below: Diesel Fuel, 10PPM SULF (SFD), NSN: 9140-01-556-9156, 1,050,000 U.S. Gallons The North American Industry Classification System (NAICS) code is 324110 � Petroleum Refineries and Product Service Code (PSC), Group 91 � Fuels, Lubricants, Oils, and Waxes. Vendors who are capable of providing these fuel products and that are interested in providing evidence of having capabilities to support these fuel products in this RFI should provide a detailed capability statement with the information listed as follows: Requested Information for Capability Statement: Interested parties are requested to respond to this Sources Sought notice with a capability statement that includes the following documentation: Refinery location(s); Certificate of Analysis (COA) / Certificate of Quality (COQ) for the SFD fuel type; A detailed Transportation Plan; and Letters from your proposed suppliers. CRITICAL NOTICE: Mandatory Future Solicitation Requirements: Please be advised that should a formal solicitation be issued for this requirement, the following will be mandatory for award eligibility. System for Award Management (SAM): Contractor must have an active registration in SAM.gov; Unique Identification Code; Commercial/North Atlantic Treaty Organization Commercial and Government Entity (CAGE/NCAGE) Code; and Joint Contingency Contracting System (JCCS): Contractor must be fully registered and approved in JCCS at the time a proposal is submitted. "Fully registered" means all required documents are uploaded and approved without issues. Failure to be fully registered and approved in JCCS at the time of proposal submission will result in the offer being deemed non-responsive and ineligible for award. Given that the JCCS registration and approval process can be time-intensive, all interested vendors are strongly encouraged to begin this process as soon as possible.
