INTRODUCTION Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified small business resellers capable of providing Entrust Datacard Corporation products, including renewlas and new purchases. Selected vendors will support INL operational needs by supplying secure credentialing, identity, and card issuance software technologies. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. Many INL operations require secure and reliable identity management products. Entrust Datacard solutions, such as card printers, consumables, software, and secure credentialing components, are used across INL facilities. To ensure reliability, compliance, and continued support, BEA is seeking small business resellers who can provide: Authorized Entrust Datacard product sales Reneglas purchases and associated materials Secure supply chain and delivery processes Technical product knowledge and support capability All interested small business resellers must maintain an active SAM.gov registration and certify to NAICS 513210. SCOPE OF WORK The selected vendor may be responsible for: Supplying Entrust Datacard software and hardware Providing product specifications, technical data sheets, and warranty information Ensuring on-time procurement, fulfillment, and delivery Supporting product troubleshooting and compatibility guidance Maintaining compliance with all INL procurement, security, and federal acquisition requirements Providing proof of authorized reseller status (if applicable) Ensuring all required SAM and certification documentation remains current PROCESS This EOI is the first step in identifying interested and qualified small business resellers. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration. SUBMITTAL REQUIREMENTS Interested small business resellers should submit an Expression of Interest that includes the following: Company name and point of contact Description of Entrust Datacard product lines currently supported or sold Relevant experience providing identity management, credentialing, or secure issuance products NAICS codes and business size classification Active SAM registration and compliance with NAICS 513210 certification Reseller authorization documentation (if applicable) Product support or technical capabilities Availability, lead times, and fulfillment capacity Deadline for submission: May 19, 2026 Submit to: Chase.Egbert@inl.gov Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFP solicitation.
