***THIS IS A SOURCES SOUGHT NOTICE ONLY.*** This notice is issued solely for information and market research planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this notice will be solely at the interested party's expense. Section I - General Overview The 38th Rescue Squadron (RQS) is conducting market research to identify potential sources capable of providing highly realistic, immersive, and comprehensive pre-deployment Full Mission Profile (FMP) training. The objective is to validate and enhance the combat readiness, advanced medical proficiencies, and specialized rescue capabilities of 24 personnel (20 students and 4 evaluators) in preparation for future operational taskings. Section II - Requirement The requested services require the contractor to provide an optimal training solution and environment encompassing a continuous 5-day training plan in accordance with the Statement of Objectives (SOO) (attachment 1). Potential sources must be able to meet the following parameters and constraints below and as outlined in the SOO. Period of Performance: Five (5) consecutive training days: 27-31 July 2026 (Monday-Friday). Unlimited working hours allowed, provided flight operations do not exceed 12-hour aircrew duty days. Place of Performance: The primary training facility must be geographically located within a 9-hour drive of Moody AFB. Locations outside of this range are acceptable but travel costs and time will factor into evalutation criteria in any future solicitation. Instructor Qualifications: Instructors must possess verified Guardian Angel (GA) or Joint Special Operations Command (JSOC) operational experience. Non-GA instructors must be verifiable SMEs in Pararescue and updated JSOC CQC TTPs. Tactical / Rescue Ops: Must facilitate CQB/Combat Clearance (per JSOC TTPs), Low Visibility ops, Hostage Rescue, High Angle/Technical Rope Rescue on a dedicated multi-level structure, and complex extrication/structural collapse scenarios. Medical / Trauma Ops: Must provide Anatomy, Physiology, and fresh/live tissue training utilizing cadavers and AAALAC-compliant live tissue models. Must support advanced surgical procedures, TCCC, and K-9 medical protocols overseen by a qualified ER physician or general surgeon. Logistics & Equipment: Contractor must provide all non-life-rated extrication tools (Jaws of Life, lift bags, breaching equipment), scenario weapons/simunition (M4 UTM bolts, Glock simunitions), course supplies, and medical resupplies. Note: Government provides life-rated technical rescue gear. Facility Standards: Must offer a secure, climate-controlled indoor industrial facility capable of day/night, all-weather FMP execution with minimal public visibility. Must include mission planning spaces, gym, secure M4 storage, and high-fidelity helicopter simulators with NVD lighting and sound generation. Section III - Capability Statement Interested parties that possess the capabilities to meet this requirement are requested to submit a Capability Statement. The statement must specifically address the contractor�s ability to meet the constraints outlined in the SOO, specifically: Company Profile: Company Name, CAGE Code, Unique Entity ID (UEI), Business Size/Socioeconomic Status, and Point of Contact information. Facility Location: Confirmation that the proposed primary training facility is within a 9-hour drive of Moody AFB, alongside a brief description of the facility's structural collapse, vertical, and helicopter simulation capabilities. Medical & AAALAC Compliance: Evidence of ability to secure cadavers and an active American Association for Accreditation of Laboratory Animal Care (AAALAC) accreditation for live tissue training. Personnel Qualifications: A summary of the instructor cadre pool demonstrating the required Guardian Angel (GA) or JSOC operational experience and medical oversight credentials. Logistical Capability: Confirmation of the ability to provide OPFOR, role-players, specific simunitions, and the required non-life-rated tools and medical supplies. Section IV - Submission Instructions All responses to this Sources Sought notice must be submitted electronically via email to the primary point of contacts listed in Section I no later than 9:00 AM, EST on 29 June 2026.
