Description
PURPOSE: The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract to perform repair work of the Francis E Walter Dam located in White Haven, PA. DESCRIPTION: The major items of work to be performed under the Base Bid include, but are not limited to the following; resetting rocker bearings at Pier 2, repairing bearing anchor bolts at Pier 1, lubricating all bearing pins, repairing concrete areas with spalling or delamination, and installing an epoxy overlay on the bridge deck. The Period of Performance is 180 calendar days. Work on the project is anticipated to begin 10 calendar days after contract award and completed 180 calendar days after commencement of work. DISCLOSURE OF MAGNITUDE OF THE PROPOSED CONSTRUCTION PROJECT: $500,000 - $1,000,000. NAICS CODE AND SBA SIZE STANDARD: 237310 - Highway, Street, and Bridge Construction, Size Standard $45.0M. SET ASIDE: This is a set-aside for small business. SYSTEM FOR AWARD MANAGEMENT (SAM): Bidders are required to be registered in the System for Award Management (SAM) database (https://sam.gov). ADDITIONAL INFOMRATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the SAM.gov website, https://sam.gov. It is and will continue to be the responsibility of all potential Bidders to monitor the SAM.gov website for any amendments, updates, responses to questions and answers, etc. as the Government will not be maintaining a mailing list. SOLICITATION AMENDMENT 0001 � 18 JUN 2025: The purpose of Amendment 0001 is to make the following revisions to the solicitation: 1. A site visit is scheduled on Monday, 23 JUN 2025 at 9:00AM (Eastern). The location is the Francis E. Walter Dam project office, 146 Walter Dam Road, White Haven, PA 18661. The point of contact (POC) at the project office is Joshua Dinko. Please email Eric Leach (eric.a.leach@usace.army.mil) and Joshua Dinko (joshua.e.dinko@usace.army.mil) if you plan to attend the site visit. 2. FAR clause 52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995) has been revised to include the site visit information. 3. To revise the RFI's shall be submitted date in Section 00 10 00 - Solicitation - Instructions to Bidders from 20 June 2025 to 25 June 2025. SOLICITATION AMENDMENT 0002 � 25 JUN 2025: The purpose of Amendment 0002 is to make the following revisions to the solicitation: 1. To provide responses to the RFI's submitted. 2. To provide the sign-in sheet from the site visit. 3. To update the INSTRUCTION TO BIDDERS by adding the following sections: a) PUBLIC OPENING OF BIDS (teleconference and call-in instructions provided); b) SUBMISSION OF BIDS (electronic only, in-person delivery option has been removed); c) BONDS AND INSURANCE; d) SYSTEM FOR AWARD MANAGEMENT (SAM); and e) BIDDERS CHECKLIST. NOTE: the in-person delivery of bids option has been removed and bids will be accepted electronically only.
