Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) March 17, 2026 PRESOLICITATION NOTICE Initial Outfitting Transition and Activation (IOTA) Services for the San Diego Healthcare System, San Diego Research & Development Facility 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal IOTA Services for the new San Diego Research & Development Facility. This requirement supports VHA's mission by providing contractor services to help support the activation. This will be a firm-fixed-price contract with an estimated Period of Performance of (35) thirty-five months. VA San Diego Healthcare System has been approved for a major lease to create an expanded service opportunity for Veteran Healthcare Research & Development (R&D) Facility Lease. This project proposes to lease a new Research & Development facility in San Diego, CA. This project is approximately 44,000 net usable square feet (NUSF), and 100 parking spaces. The new R&D Facility Lease will allow an expansion to the current footprint as well as added new services.� This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://search.certifications.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 15 May 2026. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 8 June 2026. Solicitation initial posting date and the closing date are subject to change as necessary.
