Description
Action: Justification and Approval (J&A) for a contract modification to exercise an option to extend services. Contract Details: Task Order 70B06C24C00000024 with Avid Core LLC, originally awarded as an 8(a) direct award. This modification extends services for a three-month period, from May 8, 2026, through August 7, 2026. Justification Authority: This J&A is being posted pursuant to 41 U.S.C. 3304(a)(1), implemented by Revolutionary FAR Overhaul (RFO) 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Reason for Posting: The original contract award did not include a documented evaluation of the pricing for the FAR 52.217-8 option to extend services. Due to this administrative oversight and the imminent expiration of the current contract, exercising this option requires justification for proceeding without full and open competition. The incumbent contractor, Avid Core LLC, is deemed the only responsible source capable of providing these mission-critical program management support services for CBP's Office of International Affairs (INA) without unacceptable delays or substantial duplication of cost. Their unique institutional knowledge, established relationships, and cleared personnel are essential to prevent a severe disruption to critical CBP operations and objectives.
