SOURCES SOUGHT NOTICE Biloxi National Cemetery � Gravesite Expansion Project Construction Inspection Services (On?Site Inspector) National Cemetery Administration (NCA) Department of Veterans Affairs THIS IS A SOURCES SOUGHT NOTICE and not a solicitation. No award will be made from this notice. The purpose of this notice is to identify qualified, local construction inspection professionals or firms capable of providing full?time, on?site inspection services for a construction project estimated at $13,500,000 in magnitude at Biloxi National Cemetery, Biloxi, MS. The Government is seeking to determine the availability of experienced construction inspectors with the technical qualifications and capacity to support the National Cemetery Administration throughout the performance of this large?scale gravesite expansion effort. GENERAL INFORMATION � Project Title: Gravesite Expansion Project � Location: Biloxi National Cemetery, Biloxi, MS � Project Magnitude: Approximately $13,500,000 � NAICS (anticipated): 541330 (Engineering Services) or 541310/541350 (as appropriate) � PSC (anticipated): C219 / R499 � Response Type: Capabilities Statement � Set?Asides: To be determined based on market research REQUIREMENT OVERVIEW The NCA requires a full?time (40 hours/week) on?site inspector for the full duration of construction. The inspector shall perform daily inspections, provide documentation, and support contract administration in coordination with the Cemetery Director, COR/PM, and A/E Designer of Record. Housing will not be provided. Local or commuting candidates only. A resume demonstrating qualifications must be included in all responses. MINIMUM QUALIFICATIONS Respondents must demonstrate that the proposed inspector meets or exceeds the following: 1. Education & Professional Competence � Degree in construction management, civil engineering, architecture, or a related discipline or equivalent experience in federal or large?scale civil works construction. � Familiarity with construction means and methods, inspection standards, codes, quality assurance procedures, and federal safety/environmental regulations. � Preferred certifications (not mandatory but highly desirable): � Construction Quality Management (CQM) for Contractors � OSHA 30 � ICC or NICET certifications � Engineering?in?Training (EIT), CCM, or equivalent 2. Relevant Experience � Minimum 5 years direct experience inspecting or managing construction projects of similar size, scope, and complexity (>$10M), ideally involving: � Cemetery expansions, civil sitework, utility installation, grading, drainage, paving, concrete, and burial systems � Federal construction contracts (VA, USACE, NAVFAC, or similar) � Demonstrated experience producing sequential daily inspection reports. � Demonstrated experience evaluating test results, monitoring safety compliance, and supporting change management. 3. Local Availability � Ability to perform on?site daily inspections (no remote work). � Must reside locally or be able to commute daily�government will not provide housing. INSPECTOR RESPONSIBILITIES (SUMMARY) The inspector will be responsible for full?time oversight and documentation, including but not limited to: � Preparing pre?construction survey reports with the Construction Contractor. � Daily coordination with cemetery staff, COR/PM, and the A/E designer. � Monitoring contractor progress and compliance with construction documents and approved schedule. � Identifying discrepancies and assisting with recommended corrective actions. � Monitoring compliance with labor, safety, environmental, VA, state, and federal requirements. � Verifying contractor permits. � Witnessing all required field tests, reviewing test procedures, and documenting results. � Maintaining accurate records supporting potential claims, disputes, damages, and time?extension evaluations. � Reviewing monthly contractor invoices for accuracy based on work complete. � Supporting change order development with technical input and independent cost/schedule assessments. � Participating in equipment startup, witnessing manufacturers� training, and verifying required documentation. � Preparing preliminary punch lists, supporting final inspections, and assisting with project closeout documentation. � Preparing and submitting daily inspector�s reports, including: � Weather � Activities � Equipment � Manpower counts � Testing � Progress and delays � Deficiencies observed � Visitors � Providing minimum 5 photographs per day documenting progress, deficiencies, and conditions. � Recording and tracking the arrival, condition, and status of materials and equipment.
