Description: This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the RFQ FAR 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for the repair and upgrade of the 187th Fighter Wing's exit gate. This acquisition is a 100% small business set-aside. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The attached clause listing is current through FAC 2026-01 dated 03/13/2026. Line-Item Number(s) and Items, Quantities, and Units of Measure: CLIN Description Quantity Unit 0001 Main Exit Gate Modification and Repair 1 Job Description of Requirements: The contractor shall provide all labor, materials, and equipment for the modification and repair of the main exit gate at the 187th Fighter Wing located at 5187 Selma Highway, Montgomery, AL 36109. Main gate is located off of old Hayneville Road at the west end of the airport property. The scope of work includes: Gate and Support Structure Repair: Removal of the main exit gate. Excavation and pouring of a 36-foot-long concrete flume. Installation of nine (9) new lower sealed bearing support rollers. Removal of the existing side-mounted aluminum track and installation of a new center-mounted C-track. Realignment of the existing gate post in a new 4000 PSI concrete footing. Modification of the existing top gate roller mounting brackets. Gate Operator System Upgrade: Conversion of the current hydraulic roller drive system to a HySecurity extreme drive rack and drive wheel system (Brand Name Requirement). Re-installation and Testing: Re-installation, adjustment, and testing of the gate and operator system to ensure full functionality. Pre-Quote Site Visit: In accordance with FAR Provision 52.237-1 Site Visit a site visit will be held for all interested offerors. The date for the site visit is xx July 2026, 9:30 AM Local. Interested parties shall meet at the Main Entrance Gate, for access to the exit gate area. The attendees must provide name and driver�s license information, state and number, of all attendees no later than 17 July 2026. Please email to [email protected]. This will be the only site visit for this project. Star ID or Passport are required for base access. Firearms are not allowed on base. All vehicles shall be searched. Proposal Submission Information Proposal Due Date and Time: 11 August 2026, 5:00 PM local Submit Proposals to: Mr. Stephen Shanks, Contractor MUST include complete pricing, and two past project descriptions and customer contact information for past performance evaluations. Projects should have relevancy to the current requirement and have been performed within the last five (5) years. 7. Evaluation Criteria and Award Evaluation Factors: Proposals will be evaluated on the following factors: Past Performance: The Government will evaluate the offeror's relevant and current (within the last 5 years) past performance on similar projects. Price: The Government will evaluate the offeror's total proposed price for reasonableness. Basis for Award: Award will be made to the responsible offeror whose proposal represents the best value to the Government, considering both past performance and price. 8. SECURITY REQUIREMENTS Access and General Protection/Security Policy and Procedures: This standard language is for contractor employees with an area of performance within a government-controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer's Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation's Security Forces, Director of Emergency Services, or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF, and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. For contractors that do not require a CAC but require access to a DoD Facility and/or Installation, the contractor and all associated sub-contractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by the government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. It is expected that new security requirements to satisfy the contractor's personal identification requirements in Homeland Security Presidential Directive (HSPD-12), "Policy for a Common Identification Standard for Federal Employees and Contractors," and Federal Information Processing Standards Publication (FIPS PUB) Number 201, "Personal Identity Verification (PIV) of Federal Employees and Contractors," are incorporated in the life of this contract. The contractor shall comply with all requirements at no additional cost to the Government. AT Level 1 Training: This standard language is for contractor employees with an area of performance within a government-controlled installation, facility, or area. All contractor employees, including sub-contractor employees, requiring access to Government Installations, Facilities, and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after the contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and sub-contractor employee will be maintained by the COR or Antiterrorism Representative.
