Description

Pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement, the Department of Energy (DOE), National Nuclear Security Administration (NNSA) intends to negotiate a sole source contract to International Services and Advisors, Inc., 838 Iron Latch Road, Franklin Lakes, NJ 07417 for continued support to the Office of Global Material Security (NA-21). NNSA intends to procure technical and scientific support in the areas of radiation sciences, nuclear systems and technologies, security and law enforcement and other technical fields necessary for the program�s activities in countries of the Former Soviet Union (FSU), Eastern Europe, North Africa, the Middle East and other countries as determined to be in the interest of U.S. National Security. The contractor must be capable of providing qualified personnel who possessed �trusted agent� status. Trusted agents have a variety of exceptional skills and a unique portfolio of connections in the FSU and other countries that are difficult or impossible for Federal or Laboratory staff to access. The key personnel who will be providing technical support services on behalf of ISA, Inc. under this contract have earned Trusted Agent status with the FSU organizations that will be involved with this requirement. This status makes the ISA�s Inc. key personnel uniquely qualified to provide the required services. The North American Industry Classification System Code for the procurement is 541990 All Other Professional, Scientific and Technical Services, which has a corresponding size standard of $17M. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COST INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. Interested businesses may identify their interest and capability to respond to the requirement; however, this notice of intent is not a request for competitive proposal. Interested businesses having all or part of the capabilities to perform the services described above are requested to submit capability statements to address technical and financial capability for a six-month contractual effort, limited to not more than 10 pages, to be received within 15 days of publication of this notice to: kyle.krzywicki@nnsa.doe.gov. Information received will be considered solely for the purpose of evaluating the intent of this notice and explore subcontracting opportunities. This notice satisfies the requirement of FAR Part 5.
