Description

SCOPE A recent medical gas evaluation identified deficiencies on the 3rd Floor. The Contractor shall correct all cited items and ensure all O (OXYGEN), MA (COMPRESS MEDICAL AIR), VAC (MEDICAL VACUUM), WAGD (Waste Anesthetic Gas Disposal), N (Nitrogen), N O (Nitrous Oxide), valves, alarms, and infrastructure are fully code compliant and fully operational. Code Compliance Requirements All work shall be performed in accordance with NFPA 99, 2018 Edition. Any location where N O or halogenated anesthetic agents may be administered - including CT, X-ray, and imaging rooms using roll in anesthesia machines - shall be equipped with dedicated WAGD inlets. Rooms receiving WAGD shall be treated as anesthetizing locations. Contractor shall provide: A dedicated zone valve assembly per NFPA 99 Section 5.1.4.6.2. Area alarm coverage meeting NFPA 99 requirements. INFECTION CONTROL RISK ASSESSMENT (ICRA) Contractor shall coordinate with Infection Prevention and Control and complete an ICRA before work begins. ICRA measures may include barriers, negative air, HEPA filtration, dust containment, restricted work hours, cleaning protocols, and traffic controls. Contractor must implement and maintain all ICRA requirements for the project duration and promptly correct any deficiencies identified by Infection Control, Safety, or the COR. Phasing and Shutdown Requirements Submit a phasing and shutdown plan at least 14 working days prior to any interruption. No room may begin until the previous room is fully commissioned. Each Room Must Follow These Phases: Pre Construction Coordination ICRA Containment Setup Selective Ceiling Demolition & Rough In Gas Shutdowns & Tie Ins. Follow NFPA 99 procedures for tie ins, including depressurization, blow down, leak testing, and post connection re verification. Installation personnel must be credentialed: ASSE 6010 medical gas installers. Brazers qualified per ASME BPVC Section IX / AWS B2.2. Device Installation Ceiling Restoration (hard ceiling rooms only, as applicable in others) NFPA 99 Room Level Testing & Commissioning (CxA witnessed). Room level commissioning includes flow, pressure, cross connection testing, ZVB verification, alarm testing, labeling, and source system checks. Room Closeout & Transition to Next Room Maintain continuous facility operations. Comply with infection control, egress, and safety standards in active care areas. Area Alarm Deficiency: Surgery Ward (Surgery Rooms and Recovery Room) lack any aliquant area alarm. Correction: Provide and install new panels and update existing area alarm to support at the minimum: O , MA, VAC, WAGD, N , and N O. Include all transducers, wiring, labeling, and verification. Provide and install one (1) new Master Area Alarm Panel in Room #3204. New area alarm panel shall support: O , MA, VAC, WAGD, N , and N O. Retrofit the existing hallway area alarm panel and sensors for monitoring rooms #3210 and #3218. Area alarm panel for shall support: O , MA, VAC, and WAGD. Provide one (1) new area alarm panel in the hallway for monitoring rooms #3235 and #3225. New area alarm panel shall support: O , MA, VAC, WAGD, N , and N O. Additional Requirements: All panels shall be fully integrated, tested, and commissioned in accordance with NFPA 99 5.1.11. Dedicated conduit for low-voltage cabling. Supervised loops with proper EOL termination. Panel mounting, programming, and labeling. Relay outputs for BMS / nurse-call integration if required. Sensor commissioning on every monitored line. Full simulated alarm test at each source and each panel. Perform full functional testing, including setpoints, audible/visual alarms, test mode, and signal accuracy checks. Final verification shall be completed by a qualified ASSE 6030 Medical Gas Verifier. Provide a one year warranty on parts, labor, and workmanship. Zone Valve Box (ZVB) Deficiency: Operation Room (PRE OP) and Endoscope lack required intervening walls between ZVBs and the outlets/inlets they serve. Surgery Ward lacks ZVBs. Correction: Revise architectural layout to include intervening walls. Provide all necessary piping, enclosures, labeling, and materials. Room #3304 (PRE OP) - Relocate existing ZVB (O , MA, VAC) to NFPA compliant hallway locations. Rooms #3315 (Endo) - Relocate existing ZVB (O , MA, VAC) to NFPA compliant hallway locations. Room 3210 Provide one (1) new ZVB (WAGD, O , VAC, MA). Room 3218 Provide one (1) new ZVB (WAGD, O , VAC, MA). Room 3235 Provide one (1) new ZVB (WAGD, N O, N ) and one (1) ZVB (O , MA, VAC). Room 3225 Provide one (1) new ZVB (WAGD, N O, N ) and one (1) ZVB (O , MA, VAC). Requirements per NFPA 99: All installations shall meet NFPA 99 requirements for isolation capability, accessibility, and labeling. Zone valves must be located such that a wall intervenes between valves and outlets they control. Zone valves shall serve only outlets on the same story and not be located inside rooms they control. Nitrogen (N ) Zone Valves Deficiency: No N zone valves currently serve Operating Rooms #3232 and #3235. Correction: Verify whether any N outlets were previously removed or isolated. Install new N zone valves, DISS standard outlets, and associated labeling/enclosures as required. Perform functional isolation tests, leak checks, and pressure indication verification. Waste Anesthetic Gas Disposal (WAGD) Systems Deficiency: No WAGD inlets exist in Surgery Ward. Correction: Provide and install WAGD-VAC and WAGD inlet assemblies (headwall or boom). Route piping, label, and test each installation. One WAGD valve per room is required. Provide a complete WAGD system serving rooms #3235, #3225, #3218, and #3210 including: WAGD-VAC: Determine vacuum levels based on anesthetic agents used. Designed for safe operation in environments with elevated oxygen concentrations. Uses a non contact, oil free pumping mechanism that prevents lubrication from entering the airflow stream. All internal components - including those exposed to the airflow path - shall be cleaned and prepared using oxygen compatible processes and materials. Pumps and system modules shall be factory assembled, piped, wired, and tested prior to delivery. Variable speed technology shall modulate pump speed to match real time vacuum demand to improve efficiency, reduce wear, and minimize heat and noise generation. System shall allow single point connection for electrical power, vacuum intake, and exhaust discharge. Exhaust manifold shall include a dedicated drip leg with shutoff valve. Four passive EVAC type WAGD console inlets. Maintain minimum 5 ft separation between medical vacuum and WAGD per NFPA 99 (2005 Edition.) WAGD sensors, service valves, riser valves, and source valves. Size piping, valves, regulators, and branch lines per NFPA 99 pressure loss and performance criteria. Piping, penetrations, supports, and identification Final equipment location shall be coordinated and approved by Owner and Engineer of Record: Validate static and dynamic vacuum levels. Verify WAGD inlet flow capacity. Test alarm conditions and valve isolation. Confirm complete separation between WAGD and medical vacuum systems. Hard Ceiling The Contractor shall fully account for work above hard lid, non accessible ceilings in the following surgery ward rooms: Hard ceiling work shall be included in the bid and include: Selective demolition only where access is required. Temporary fire rated closures and daily sealing. ICRA compliant barriers, negative air, and HEPA filtration. Full ceiling restoration matching existing finish. Restoration of all fire rated assemblies. Coordination with COR, Infection Control, and Surgery. Commissioning Requirements Commissioning shall comply with Specification 22 08 00 and 01 91 00. Work includes: Pre functional checklists. Functional performance testing witnessed by the COMMISSIONING AGENT (CXA). Systems manuals, test results, and training deliverables. Refer to Whole Building Commissioning Process Manual (May 1, 2013; minor revisions 11/01/2013). Post Construction Testing & Verification Contractor shall perform complete NFPA 99 testing including: Alarm system testing audio/visual, setpoints, transducer accuracy. Zone valve testing leak checks, pressure indication, labeling. Outlet/inlet testing static and dynamic pressure, flow drop, cross connection checks. Source system verification dew point, CO monitoring, manifold changeover, relief valve venting, pigtail documentation. Documentation Deliverables Contractor shall provide: Final test reports and checklists. As built AutoCAD drawings. Updated utility and piping maps. Valve tag lists and labeling photos. Lockout/tagout point identification (Specification 22 05 11).
