SOURCES SOUGHT NOTICE 75H70926Q00010 This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, the Indian Health Service (IHS) must use the negotiation authority of the Buy Indian Act, 25 U.S.C. �47, to give preference to Indian Economic Enterprises (IEEs) whenever the use of that authority is authorized and practicable. The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs), Indian Economic Enterprises (IEEs), and any other category of vendor capable of performing the requirement described below. Interested vendors should submit a capability statement along with the Buy Indian Act Indian Economic Enterprise Representation Form. Consistent with the revised Buy Indian Act, HHS/IHS adopted the definition of an Indian Economic Enterprise (IEE) set forth in 48 CFR 1480.201. DEFINITIONS Indian Economic Enterprise (IEE) Any business activity owned by one or more Indians, Federally Recognized Indian Tribes, or Alaska Native Corporations, provided that: The combined Indian, Federally Recognized Indian Tribe, or Alaska Native Corporation ownership of the enterprise constitutes not less than 51%; The Indian(s), Federally Recognized Indian Tribe(s), or Alaska Native Corporation(s), together, receive at least 51 percent of the earnings from the contract; and The management and daily business operations are controlled by one or more individuals who are Indians. Place of Performance Location Address City, State, ZIP Fort Belknap Hospital 669 Agency Main Street Harlem, MT 59526 Eagle Child Health Station 456 Pine Grove Road Hays, MT 59526 Government Housing Quarters Multiple Locations Harlem, MT 59526 Services Required The Contractor shall provide utility services including: Water Utility Services Continuous water utility service through the existing public water distribution system. Compliance with all applicable federal, state, tribal, and local drinking water regulations. Advance notification of planned service interruptions whenever practical. Prompt notification of emergency service interruptions affecting Government facilities. Sewage Utility Services Continuous sewage utility service through the existing public sewage collection and treatment system. Collection, conveyance, treatment, and disposal of sewage in accordance with applicable regulations. Advance notification of planned service interruptions whenever practical. Prompt notification of emergency service interruptions affecting Government facilities. Solid Waste Collection & Disposal Services Scheduled collection of municipal solid waste from Government-designated pickup locations. Transportation and disposal at an authorized disposal facility. Compliance with all applicable environmental regulations. INSTRUCTIONS TO INDUSTRY ISBEEs are highly encouraged to respond to this notice. Generic capability statements are not sufficient for effective evaluation of a firm's ability to perform the required services. To be considered a capable source, responses should specifically demonstrate the firm's experience, qualifications, and capability to perform the services described in this notice. YOUR RESPONSE MUST INCLUDE, AT A MINIMUM Interested vendors should submit a capability statement addressing the following: Number of years of experience providing water utility services, sewage utility services, and/or solid waste collection and disposal services. Description of previous or current contracts of similar scope, including customer name, period of performance, and services provided. Identification of which service(s) your firm is capable of providing: Water Utility Services Sewage Utility Services Solid Waste Collection & Disposal Services Description of your firm's capability to provide services at the Fort Belknap Service Unit locations identified in this notice. Demonstrate how your company meets the definition of an Indian Economic Enterprise (IEE), if applicable. Demonstrate that the IEE will receive at least 51 percent of the earnings from the contract. If subcontractors are proposed, describe how Buy Indian Act requirements will be satisfied. Identify your firm's Unique Entity Identifier (UEI), business size, and socioeconomic status. Provide a company point of contact, telephone number, and email address. Failure to address these items may preclude the Government from determining that your firm is a capable source for this requirement. A DRAFT statement of work has been attached for reference only. SUBMISSION Interested parties capable of performing the required services may submit their capability statement and Buy Indian Act Indian Economic Enterprise Representation Form via email to Johnna Spotted at Johnna.Spotted@ihs.gov identified in the Sources Sought announcement by the date specified therein.
