Description

Amendment 0003 is issued to extend the proposal due date to 7/31/2026 at 1500 hrs ET to allow incorporation of the Materials Test Matrix into proposals. Amendment 0002 is issued to provide the Materials Test Matrix referenced in the Statement of Work - Table 2. Amendment 0001 is issued to provide responses to questions submitted. Additionally, the proposal due date is extended to 07/17/2026 at 1500 hrs ET. The Federal Aviation Administration (FAA), is seeking qualified companies to perform materials compatibility laboratory test and evaluation services related technical expertise to assist the FAA Piston Aviation Fuels Initiative (PAFI) and Eliminate Aviation Gasoline Lead Emissions (EAGLE) programs. All work is to be completed in accordance with the solicitation attachments, specifications, terms and conditions. This acquisition is solicited to the full and open market. The NAICS code projected for this project is 541380 � Testing Laboratories and Services with a size standard of $19.0 million. The FAA contemplates award of a hybrid contract type with Firm Fixed Price for non-severable services and Labor Hours for severable services as a result of this solicitation. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the solicitation process. In accordance with Acquisition Management System (AMS) provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 1500 hrs. ET, June 18, 2026, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award.
