Description
This acquisition was conducted pursuant to 41 U.S.C. 4103 and 4106 as implemented by FAR 16.507-6 Exceptions to Fair Opportunity and substantiated by the following: FAR 16.507-6(b)(1) � The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays. Mission Impact: The requirement provides an accurate portrayal of USG policies and people in the language priority audiences speak, countering foreign adversaries� propaganda, and reinforcing American leadership globally so that foreign publics are inclined to support policies that make the United States and its partners and allies safer, stronger, and more prosperous. Consequences of Termination: The Department would lose an effective mouthpiece in the Spanish, French, and Portuguese-speaking world, ceding the online information space to false narratives particularly related to Department priorities such as immigration.
