Description

Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Billings Area Indian Health Service intends to award a commercial, firm fixed price, sole source contract under the authority of Revolutionary FAR Overhaul (RFO) Part 6.103-1 to DATIX (USA) Inc., 311 S Wacker Drive, STE 4900, Chicago Illinois. The company shall provide policy management software services to the Blackfeet Service Unit, Browning, MT; Fort Belknap Service Unit, Havre, MT; Fort Peck Service Unit, Poplar, MT; Northern Cheyenne Service Unit, Lame Deer, MT; and Crow Service Unit, Crow Agency, MT. DATIX is the only vendor to be granted exemption by the Chief Information Officer to the FedRAMP requirement for the Billings Area. Since DATIX had been providing similar services to the service units in the Billings Area before the requirement was established, they have been authorized to provide these services without the FedRAMP requirement. The procurement will be conducted pursuant to the authority of (RFO) Part 12, Acquisition of Commercial Products and Commercial Services; 41 U.S.C. 3304(a)(1), as implemented by RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; and FAR 37.101, Non-Personal Services Contract. This is not a request for competitive proposal and no solicitation is available. Firms that believe they can provide the software are encouraged to identify themselves and give written notification within 10 days of the publication date of this notice. A determination by the Government not to compete this action is within the discretion of the Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement.
