Presolicitation Notice Presolicitation Notice Page 3 of 3 Presolicitation Notice Page 1 of 3 The Veterans Benefits Administration at the Buffalo, NY VA Regional Benefit Office, located at 130 South Elmwood Avenue, Buffalo, NY 14202, has identified the use of Vocational Research Institute CareerScope to assist VR&E counselors with the online assessments for Veterans. The online assessment is a managed service for Vocational Research Institute CareerScope at the Buffalo, NY Regional Benefit Office is being conducted as a restricted competition in accordance with 41 U.S.C. § 1901, as outlined in RFO FAR 12.102(a) Restricting Competition. This approach ensures compliance with federal procurement regulations while addressing the specific career and education options for veterans. Vocational Research Institute has been identified as the sole publisher capable and sole source of online assessments for CareerScope. By selecting Vocational Research Institute, the Veterans Benefits Administration ensures that they will coordinate all activity needed to execute the contract's requirement. As part of this process, the VA will issue an open market award to Vocational Research Institute, which is a registered small business.
