Description

This Request for Prototype Proposal (RPP) is being issued under the authority of prototype Other Transaction Authority (pOTA) 10 U.S.C. 4022 by the Defense Health Agency Contracting Activity (DHACA), in support of the Defense Health Agency, Portfolio Acquisition Executive Medical Products (PAE MP), Warfighter Protection and Acute Care Project Management Office (WPAC PMO) located in Frederick, Maryland, at Fort Detrick. The requirement is for Analgesic Product for Battlefield Use. Please see the attached RPP and attachments for additional information. Amendment 0001 The purpose of Amendment 0001 is to: 1. Amend the Request for Prototype Proposal (RPP) as follows: - Extend the proposal due date from 30 July 2026 to 14 August 2026 (RPP Amendment 0001, page 1 and page 17). No additional questions/phone calls regarding the RPP will be accepted. - Update the word �drug� to �product� to align with the language (RPP Amendment 0001, page 2, section 1.1, third paragraph) - Clarify language regarding the Spend Plan (RPP Amendment 0001, page 13, section 3.5 Volume III: Administrative and Cost Volume, Attachment E � Cost Sheet Template with priced milestones, first paragraph). - Add additional Vendor requirements (RPP Amendment 0001, page 15, section 3.5 Volume III: Administrative and Cost Volume, Other Administrative Requirements). 2. Amend the RPP, Attachment A � Statement of Objectives (SOO) as follows: - Update the Revised Date (page 1). - Update language throughout to clarify the Government�s intent regarding drug versus product. - page 1, section 1. Purpose/Objective, second and third paragraphs - page 2, section 4 Objectives, second, third and fifth paragraphs - page 3, section 4 Objectives, first paragraph - page 5, Desirable prototype characteristics and performance, first paragraph - Revise the following Desirable prototype characteristics and performance: (2), (6), (9), and (13) (page 5 and page 6). - Revise the following Deliverables: Deliverable 3 and Deliverable 12 (page 7 and page 9, respectively). 3. Answer questions received from potential performers (see RPP Amendment 0001, Attachment 1). There are no other changes.
