EO 14398 - Cyclic HVAC Upgrades, Mammoth Cave National Park, Mammoth Cave KY The National Park Service (NPS), Department of Interior (DOI), Mammoth Cave National Park have a requirement for the following project; HVAC Upgrades at the NPS Mammoth Cave National Park, Mammoth Cave, KY. The purpose of this project is to replace aging HVAC systems that have reached or exceeded their expected service life with modern, energy-efficient systems that improve reliability, indoor air quality, and temperature control. The Contractor shall furnish all labor, materials, tools, equipment, supervision, and transportation necessary to remove and replace eighteen (18) HVAC systems located in eleven (11) buildings at Mammoth Cave National Park. This procurement is being set aside for Small Business. If your company is interested, submit your detailed capabilities in writing to demonstrate the same or similar experience to this project. This is not a request for proposal, request for quote, or invitation to bid. No proposal package, solicitation, specification, or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this pre-solicitation announcement, or any follow-up information requests. Your response is due no later than 0900hrs/9:00 am Eastern Time on 27 May 2026. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition. All firms should be registered and certified in the Systems for Awards Management (SAM) at www.sam.gov, in order to participate in this requirement. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Place of Performance: Mammoth Cave National Park Place of Performance Address: 61 Maintenance Road, Mammoth Cave, KY 42259 NAICS Code: 238220 Plumbing, Heating, and Air-Conditioning Contractors $19 PSC Code: Z2JZ; Repair or Alteration of Miscellaneous Building Estimated Cost Range: This project magnitude is between $200,000.00 and $500,000.00 Estimated Period of Performance: 3 August 2026 to 2 August 2027 Project Description (Scope); The primary objective of the project consists of replacing aging HVAC systems in eleven (11) buildings at Mammoth Cave National Park. A total of eighteen (18) HVAC units will be removed and replaced with modern, energy-efficient systems designed to improve reliability, indoor air quality, and temperature control. The work will be completed through a construction contract that includes removal of existing equipment, installation of new split and packaged systems, integration with existing electrical and duct systems, and system testing and commissioning. Buildings affected include administrative offices, housing, training facilities, law enforcement offices, and operational support buildings. This project supports cyclic maintenance needs by replacing HVAC systems that have reached or exceeded their service life. This requirement involves performing work as defined in the statement of work when the solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation and other attachments as required. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued. The solicitation, Request for Proposal (RFP) and its attachments will be issued electronically. Anticipated publish date: On or about 4 June 2026.
