Description
AFLCMC/WBK-2 intends to solicit and negotiate a sole-source contract with L3Harris Technologies under the statutory authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. This action will establish L3Harris as an independent lead for the B-2 Spirit Supply Chain Velocity Initiative (SCVI), focusing on reverse engineering, technical data rights acquisition, and the management of a "hub-and-spoke" network of sub-tier manufacturers to regenerate the B-2 supply chain. The contractor will serve as a complementary force multiplier to established B-2 sources of supply and repair. This Notice of Intent follows a previously completed market research phase, which conclusively determined that L3Harris is the only source possessing the mandatory existing SAP-cleared infrastructure and fleet-level sustainment experience required for this effort. While this notice is not a request for competitive proposals, any alternate responsible sources challenging this sole-source determination must submit a capability statement in strict accordance with the mandatory requirements outlined in the attached synopsis document.
