Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Veterans Crisis Line (VCL) Candidate Evaluation & Talent Outreach Services NAICS Code: 561312 Human Resources Consulting Services 1. Purpose The Department of Veterans Affairs (VA), Veterans Crisis Line (VCL), is issuing this Request for Information (RFI) to conduct market research in accordance with FAR Part 10. The Government seeks to identify capable contractors interested in providing professional candidate evaluation, interviewing, reference checking, and recruitment outreach services in support of VCL hiring operations. This RFI is for market research only. This is not a solicitation, not a request for quote, and no contract will be awarded from this notice. 2. Description of Services The VCL requires contractor support to perform: Resume review using VCL provided scoring matrices Structured interviews (telephonic) following standardized interview questions Reference checks using approved forms Participation in job fairs and university recruitment events Preparation of summary reports and recommendations for use by VCL hiring officials The contractor will not make hiring decisions; VCL retains sole authority to select candidates. 3. Requested Information From Vendors Interested vendors are asked to submit the following: A. Company Profile Company name UEI number Address Point of contact information Business size under NAICS 561312 (Small Business or Other than Small Business) Any applicable socioeconomic statuses (SDVOSB, VOSB, HUBZone, 8(a), WOSB, etc.) B. Capability Statement Provide a detailed capability statement demonstrating relevant experience and ability to perform all services listed in the SOW, such as: Resume screening Structured interviewing Reference checks Talent outreach and recruitment Highlight experience supporting healthcare, behavioral health, crisis intervention, federal agencies, or high volume hiring environments. C. Estimated Annual Pricing (Rough Order of Magnitude ROM) Provide estimated yearly pricing for the services described, including: Pricing assumptions Estimated staffing model Any travel or outreach related considerations Pricing is for market research only and will not be evaluated competitively. D. Industry Feedback Offerors may provide comments or suggestions regarding: Performance requirements Deliverables Reporting structure Any perceived risks or challenges E. Contract Vehicles Identify any Government contract vehicles your company holds (e.g., GSA MAS, BPA, IDIQ) suitable for fulfilling this requirement. 4.
