Description
The General Services Administration (GSA), Public Buildings Service (PBS) Office of Acquisition Management intends to hire a construction contractor to implement and enhance security and esthetics for the area around the Harry S Truman (HST) building located in Washington DC. The Government will utilize the Design-Bid-Build (DBB) delivery method. DBB is the traditional delivery method where design and construction are sequential and contracted for separately, with two contracts and two contractors. The project shall adhere to the GSA PBS Core Building Standards. HST is located at 2201 C St NW, Washington, DC and is the headquarters building of the U.S. Department of State (DOS). The project originated in response to the events of September 11, 2001, where high-profile government buildings were targeted by terrorists. Government personnel are scheduled to occupy the building during the following hours on weekdays, Monday through Friday, except for established Government Holidays, 6:00 AM to 6:00 PM. The construction contractor can work around the facility without restriction based on DC ordinances and may be restricted if requested by the DOS Building Manager due to noise and dust after 9 PM or if the building is closed by the Diplomatic Security Bureau as a matter of national security. This major renovation project will replace the temporary security measures surrounding the building to provide countermeasures that will secure the building, protect employees and visitors, and improve the surrounding streetscape by creating an attractive and accessible environment for pedestrians. Once complete, the temporary security measures will be replaced with tested and proven countermeasures that will secure the building, protect employees and visitors, and improve the surrounding streetscape by creating an attractive and accessible environment for pedestrians. The project involves civil/site construction of approximately 162,000 square feet of streetscape (sidewalks, curb & gutter, utilities, etc.), requiring 4 phases for completion. One (1) award will be made from this Design-Bid-Build solicitation. This procurement will be solicited as full and open competition with no set-asides. The estimated cost is between $20,000,000.00 to $30,000,000.00. The North American Industry Classification System (NAICS) code for this acquisition is 236220 (Commercial and Institutional Building Construction). A Performance Bond will be required. The anticipated award month is in or around August 2026. It is the offeror�s responsibility to monitor this site for release of the RFP, amendments and any related information.
