Description

Maintenance, Inspection, and Testing of the Electrical Power Distribution System Scope of Work: Contractor shall provide equipment, supplies and labor for the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all its components for the Montgomery and Tuskegee Campuses.. Place of Performance: Central Alabama VA Medical Center Tuskegee 2400 Hospital Road Tuskegee, AL 36083 Central Alabama VA Medical Center Montgomery 215 Perry Hill Road Montgomery, AL 36109 Basic Requirements: Maintenance and Testing Requirements: a. Service to provide electrical testing of medium voltage, and low voltage system panels, breakers, disconnects, and all other listed items. The electrical distribution system is located at the Central Alabama Veterans Health Center System (CAVHCS), 215 Perry Hill Road, Montgomery, AL 36109, and at the Tuskegee Campus at 2400 Hospital Road, Tuskegee, AL 36083. Work is to be performed after normal working hours. Shutdowns should be coordinated at least three weeks in advance. Upon contract award, a shutdown schedule should be provided detailing the areas to be shut down, the dates and durations of the shutdowns. b. Supplies and services: Professional testing and maintenance of electrical systems and equipment. Provide all necessary labor, equipment, and supplies to conduct electrical analysis, including specialized testing, inspection, cleaning, adjustment, and appraisal of electrical distribution systems and apparatus to ensure their reliable operation. Testing shall adhere to manufacturer s recommendations and applicable NEMA, NEC, ANSI, ASTM, ASA, and VA standards outlined in VA Directive 1028. All work shall comply with VHA Directive 1028, Facility Electrical Power Systems, including the requirement that planned electrical system shutdowns are the standard method for maintenance and repair; energized work is permitted only when justified under NFPA 70E and OSHA, with a documented risk assessment and energized work permit approved in accordance with VHA Directive 1028 Scope: Professional testing and maintenance of the following electrical systems and equipment at the Montgomery Campus: - Switchgear equipment - Medium voltage circuit breakers - Infrared panels - 13KV pad mount switches - 13 KV pad mount transformers - Protective relays primary disconnects - Transformers - Low voltage circuit breakers and generators - transfer switches - double-ended switchboards - generator switchboard - 13 KV double-ended switchboard with 1200 amp. breakers in an Automatic Transfer Scheme. The Automatic Transfer Scheme function testing shall be witnessed by an Engineer. Infrared scanning and any other energized inspections must follow NFPA 70E safe work practices (arc flash assessment, PPE, approach boundaries, and energized work permitting where applicable) Equipment Montgomery Tuskegee Generators 4 9 Transformers 10 21 Protective Relays 10 12 Low Voltage Breakers 50 67 Medium Voltage Breakers 10 120 Transfer Switches (ATS) 13 20 Scope: Ground resistance testing of the entire facility s grounding system at both campuses. Period of Performance: 90 days from the Notice to Proceed. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a Source s Sought synopsis only. Questions should be submitted by email to Don.Grier@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders, and/or large business) relative to NAICS 221122. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and UEI Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing this type of service. 3) Submit Capability Statements via email to don.grier@va.gov by April 20, 2026. Responses should be received no later than 9:00 AM EDT. NO CAPABILITY STATEMENTS MAY BE SUBMITTED AFTER APRIL 20, 2026. AT THIS TIME NO SOLICITATION EXISTS. (DO NOT REQUEST A COPY OF THE SOLICITATION). A FUTURE NOTICE WILL BE POSTED WHEN THE SOLICITATION WILL BE RELEASED. 4) Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.
