Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES. No competitive solicitation will be issued. The War Media Activity (WMA) Headquarters (HQ) intends to execute a sole-source, Firm Fixed Price (FFP) bridge contract with Taft Broadcasting Company, LLC (CAGE: 1PHJ1) to provide Audio-Visual Maintenance support services for WMA HQ. The anticipated award will consist of a 6-month base period, for an estimated period of performance of 01 September 2026 through 28 February 2027. The regulatory authority which permits this non-competitive acquisition is Federal Acquisition Regulation (FAR) 6.302-2, �Unusual and compelling urgency�. This authority is supported by an approved Justification and Approval (J&A). The applicable North American Industry Classification System (NAICS) is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a corresponding Small Business Size Standard of $34 Million. The anticipated award date is 01 September 2026. REQUIREMENT DESCRIPTION: This sole-source bridge contract is strictly required to prevent a catastrophic gap in mission-critical AVM support services while the Government finalizes the competitive award process for the follow-on contract. addressed here are those required for 24/7/365 Audio-Visual Maintenance support services to the WMA HQ at locations in California and Maryland. The Contractor will provide project management, maintenance and repair of complex broadcast audio and video systems to include; television and radio automation, radio and television streaming, video on demand (VOD), satellite downlink antennas and radio frequency (RF) distribution, audio and video non-linear editing suites, information technology networks, on-line, near-line and off-line digital data storage, broadcast systems integration, draftsman support, telephone exchange, qualified personnel, common tools, test equipment (including calibration). 1. The proposed services require management and technical personnel to provide 24/7 audio-visual support for television broadcast operations from the American Forces Network-Broadcast Center (AFN-BC) and WMA-HQ. 2. Critical performance requirements mandate that all work performed by Contractor personnel shall be accomplished in accordance with established procedures, instructions, and standards. Vendor and/or commercial manufactures� data shall govern maintenance not covered by the aforementioned procedure, instructions and standards. 3. AFN-BC is a 24/7 live global broadcast facility. Because of the 24/7 live broadcast mission AFN must prioritize certain maintenance/repair actions impacting the on-air mission. The response times are identified by category and are required to ensure that the WMA delivery requirements can be met. SUBMISSION INSTRUCTIONS FOR INTERESTED SOURCES: Interested sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
