ARMY CORPS OF ENGINEERS-CHICAGO DISTRICT'S NOTICE OF INTENT TO INCLUDE BRAND NAME COMPONENTS IN A FUTURE CONTRACT FOR THE CHICAGO HARBOR LOCK SECURITY SYSTEM UPGRADE Prescribed at the Federal Acquisition Regulation (FAR) are provisions discussing "Only one responsible source and no other supplies or services will satisfy agency requirements." Procedures are herein implemented to satisfy the requirements of such provisions, and are specific to FAR � 6.302-1(c) (1) (i) and (ii) (A) (B) and (C). Accordingly, by this notice, the Army Corps of Engineers, Chicago District is satisfying the particular conditions at subparagraphs (d) (2) of said Subsection, relative to acquiring brand name only products or items peculiar to one manufacturer. For the purposes described hereunder, the Chicago District intends to issue a competitive solicitation that will include brand name only items. Therefore, the winning contractor will be required to purchase the brand name items to be complaint with systems already in use/place by the Chicago Harbor Lock, Chicago, Illinois. The equipment consists of one (1) network video recorders (NVR), five (5) multi-sensor outdoor cameras, five (5) shroud brackets, five (5) wall mounts, and five (5) pole mount adapters. The brand name equipment shall be supplied by 22 VETS Technologies, and specifically includes the following: one (1) Network video recorder (NVR) i-PRO Americas � i-PRO SRL2E Series NVR -RL-2-60TB-V4 or equivalent, five (5) i-PRO multi-sensor vandal resistance camera with AI Engie WV-S8543L, five (5) pole mount adapter, white, PAPM4W, five (5) Wall mount for light weight outdoor dome, PWM40AW, five (5) shroud bracket (ANSI female thread) or equivalent. The current configuration of security components including cameras, network video recorder (NVR), and network switches are specialized products that communicate with each other cohesively. The Chicago Harbor Lock currently has a complex security system consisting of 36 current AXIS 4k PTZ & Thermo imaging cameras and NVR that are not compatible with other brands and may not work or record as needed for security purposes. Accordingly, to meet the exisiting facility standards, the Chicago Harbor Lock requires the installation of brand-name equipment as depicted above. Moreover, if other than the brand name items were acquired, it could cause substantial compability issues. These issues could potentially duplicate costs with respect to spare parts, inventories and security system. Therefore, the use of the 22 VETS Technologies, is necessary to satisfy the need for the standardization of such equipment. Interested parties may identify their interest and submit clearly articulated product information. Product information lacking the particular features that do not meet, or cannot be modified to meet, this agency's needs cannot be considered.
