Presolicitation Notice/Advertisement GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: Florida City: West Palm Beach Delineated Area: Central Business District (CBD) of West Palm Beach North: 45th st South: Okeechobee Blvd/Lakeview Ave East: S Flagler Dr West: S Australian Ave Minimum Sq. Ft. (ABOA): 20,915 Maximum Sq. Ft. (ABOA): 21,000 Space Type: Office Parking Spaces (Total): 66 Parking Spaces (Surface): 10 Parking Spaces (Structured): 56 (12 reserved) Full Term: 180 months (15 Years) Firm Term: 120 months (10 Years) Option Term: 60 months (5 Years) Additional Requirements: Stand-alone building preferred. Space shall be located 1) in an office, research, technology, or business park that is modern in design with a campus-like atmosphere; OR 2) on an attractively-landscaped site containing one or more modern office buildings that are professional and prestigious in appearance with the surrounding development well-maintained and in consonance with a professional image. The proposed facility shall not be located in the immediate vicinity of any facilities identified by the Interagency Security Committee (ISC) as �hazardous materials transportation/storage facilities.� Examples of hazardous locations include facilities with potential environmental threats, such as fuel storage areas, gas stations, chemical manufacturing facilities, etc., as well as railroad lines transporting hazardous material. Proposed facility shall not be located within 1000 feet of a low risk facility. Examples of �low risk facilities� include day care centers, senior centers, schools, hospitals and religious/rehabilitation/social service centers. Special consideration will be given to exclude sites located near hazardous areas, such as bulk storage sites (hazardous materials storage sites, water purification centers, above ground fuel storage, rail yards) within 640 feet of these sites. The proposed facility shall not be located near Public Defenders, Immigration and Customs Enforcement, Probation Offices or other businesses or facilities deemed unacceptable by the Tenant�s Physical Security Unit (PSU) for security purposes. This requirement may be waived by Agency Physical Security if no other facility is deemed acceptable. Enhanced security requirements may be required. Proposed Tenant spaces or facilities in close proximity or adjacent to facilities associated with foreign powers identified in the Tenant's National Security Threat List will not be considered. The Government reserves the right to perform its own security evaluation and may require building specific mitigating security measures to be enforced upon said evaluation. The parking-to-square-foot ratio available on site shall at least meet current local code requirements, or, in the absence of a local code requirement, on-site parking shall be available at a ratio of one (1) space for every 200 RSF of Space. Adequate eating facilities shall be located within the immediate vicinity of the Building, but generally not exceeding a driveable 2 miles, as determined by the LCO. Other employee services, such as retail shops, cleaners, and banks, shall be located within the immediate vicinity of the Building, but generally not exceeding a driveable 2 miles as determined by the LCO. Amenities must be existing or Offeror must demonstrate to the Government�s reasonable satisfaction that such amenities will exist by the Government�s required occupancy date. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as �100-year� floodplain). Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). The U.S. Government currently occupies office and related space in a building under a lease in West Palm Beach, Florida that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government�s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
