Description
This announcement constitutes a Sources Sought for information and planning purposes to identify qualified and experienced sources for an anticipated single award, Firm Fixed Price type contract for Force Generation (FG) support services under NAICS Code 541330 with a size standard of $25.5M. It is anticipated that the period of performance for this requirement will be a 12-month base period beginning with and three (3) 12-month option years. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Background: There is increased emphasis on identifying, understanding and developing optimized resource prioritization to improve preparation and execution across the Personnel, Equipment (maintenance & modernization), Supply, Training, Ordnance, Networks and Infrastructure (PESTONI) pillars with aligned support to National Strategic and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) demands. Specifically, to improve Force Generation (FG) and Employment (FE) preparation, execution and completion by ship class and systems fielded by Carrier Strike Groups (CSG), Amphibious Readiness Groups (ARG) and independently deploying ships. Consequently, there is increased task load because of scope of requirements to analytically examine the underpinning programs and associated data / metrics to operational readiness originating in the Force Generation (FG) stage of the Optimized Fleet Response Plan (O-FRP), the follow-on Global Maritime Response Plan (GMRP) FE and to make recommendations for optimization, improvement, mitigation or resolution. The Commander, Naval Surface Forces Atlantic (CNSL) Commander�s Action Group is responsible to the Commander for assessing the state, capability and capacity of FG to execute mission areas (Anti-Submarine Warfare (ASW), Ballistic Missile Defense (BMD), Surface Warfare (SUW), etc.) across the spectrum of supporting PESTONI readiness pillars. This includes understanding, assessing and providing independent analytical products, models, and data visualizations specific to CNSL as well as those stakeholders withing U.S. Fleet Forces and Commander, U.S. Pacific Fleet, the Office of the Chief of Naval Operations and the Secretariat. Scope: Effective Contractor support is required to provide independent data analytics, subject matter expertise, and data-driven recommendations to inform COMNAVSURFLANT�s strategic planning across distinct areas of Cruiser-Destroyer (CRUDES) and Amphibious (AMPHIB) operations, training, planning and employment as well as supporting programs and initiatives. Contractor expertise will be leveraged to develop analytical products and models to improve and sustain ship class and system operational readiness across the PESTONI readiness pillars as defined in this Performance of Work Statement (PWS) except for those items specified as government furnished property, equipment, and services. The Contractor shall deliver the necessary resources to perform the requirements of this PWS. The NAVSUP Fleet Logistics Center (FLC), Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive acquisition strategy for the support services detailed above and in the attached PWS. Responses to this Sources Sought request should reference �FGEN� and shall include the following information in this format: 1. Company name, address, point of contact name, phone number, fax number and email address. 2. GSA Schedule, Seaport-e Schedule, or any other DoD Contract Vehicle 3. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, WOSB, SB, Veteran-owned, etc., in accordance with the NAICS Code. 4. Contractor and Government Entity (CAGE) Code. 5. Capability Statement detailing the contractor�s ability to provide support services for the requirements specified in the PWS. Relevant past performance information on same/similar work within the last 5 years is to be included. Please include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought and detail how these contracts are similar in scope, complexity, and magnitude to this requirement. 6. Include any other supporting documentation. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) typewritten pages in no less than 12-font. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor.
