Description

This Request for Information (RFI) notice is for market research purposes only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals, as a result of this notice. The information contained herein is subject to modification and in no way binds the Government to award a contract. This RFI is issued by Team Submarine Contracts to identify information for market research related to the procurement of the design, engineering development, logistics integration, testing, evaluation, and installation of the AN/BLQ-10 Electronic Warfare System, specifically related to Notice ID N0002423R6211. Notice ID N0002423R6211 requested proposals from Offerors for the procurement of the design, engineering development, logistics, integration, testing, evaluation, and installation of the AN/BLQ-10 Electronic Warfare System. The procurement was for the AN/BLQ-10 Electronic Warfare System technology insertion (TI) baselines TI-26, TI-28, and TI-30 for VIRGINIA, LOS ANGELES, SEAWOLF, COLUMBIA Class Submarines, with potential work on SSBN and SSGN Class in-service submarines. The Government is requesting interested parties to provide the information below: 1. What were the primary drivers or barriers (e.g., technical requirements, schedule, resource constraints, risk profile) that influenced your decision not to submit a proposal for N0002423R6211? 2. What alternative acquisition strategies, packaging, or severability of scope (such as separating hardware procurement from system integration) would have enabled your organization to participate? 3. If the identified barriers are addressed in future solicitations, what specific adjustments to the scope, structure, or terms would be most critical to enabling your organization to propose? Interested parties are requested to respond with written feedback addressing the specific areas above, as well as any constructive suggestions regarding improvement pertaining to the solicitation scope. The written responses shall be no more than five pages and include the following data: Company Name CAGE Complete company address Points of Contact Name/Job Title of respondent Email address Telephone number Business Size/Status (i.e. Large, SB, VOSB, SDVOSB, WOSB, etc.) All written responses shall be submitted to Mr. Patrick Dooley at patrick.s.dooley3.civ@us.navy.mil and Ms. Kathleen Dwyer at kathleen.t.dwyer.civ@us.navy.mil by 1600, 31 July 2026. The subject line of the email should read �(Company Name) RFI Response � AN/BLQ-10 TI-26� This notice is not a request for proposals and is not to be construed as a commitment by the Government to issue a solicitation. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response. Therefore, any cost associated with the market research submission is solely at the interested vendor�s expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in development of an acquisition strategy and future solicitation. Submissions will not be returned. Response to this notice is not a request to be added to a bidders list or receive a copy of a solicitation. Information submitted in response to this RFI will become the property of the United States Government. Submitters should properly mark their responses with the appropriate restrictive markings. Information that is proprietary or competition-sensitive may be protected from disclosure under the public records law only if properly labeled as such. The Government does not intend to award a contract solely on the basis of this RFI.
