Description

The U.S. Army Corps of Engineers (USACE) - Tulsa District (SWT) on behalf of the Southwestern Division (SWD) Regional Planning and Environmental Planning Center (RPEC) has been tasked to solicit and award a Performance Based Remediation (PBR) contract to provide Environmental Remediation Services (ERS) for the High Explosives Burning Ground (HEBG) at the Lone Star Army Ammunition Plant (LSAAP), Bowie County, TX. The HEBG is approximately 16 acres in area. The proposed project will be a competitive, firm-fixed-price C-type service contract procured in accordance with FAR Part 15, Negotiated Procurement, using ?Best Value? trade-off source selection procedures. The type of set-aside decision will depend upon the evaluation of the responses to this Sources Sought.The purpose of this sources sought is to gain knowledge of the interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Woman-Owned Small Business (WOSB). The Government must ensure there is adequate competition of responsible firms. Small business, Section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced sources capable of performing Environmental Remediation Services (ERS) for the LSAAP HEBG, which is littered with burnt ash with metallic debris, munitions and explosives of concern (MEC), MEC debris, and other miscellaneous trash from HEBG operations. The vertical extent of artificial fill ranges in depth from 6 inches to 8.5 feet. Soil contaminants of concern (COCs) include aluminum, arsenic, barium, beryllium, cadmium, chromium, cobalt, copper, lead, manganese, mercury, nickel, selenium, silver, vanadium, zinc, 1,3,5-trinitrobenzene, HMX, and RDX. The concentrations of all COCs detected in groundwater were below the TCEQ Texas Risk Reduction Program residential assessment levels. Groundwater does not require further evaluation. Remediation will entail soil excavation, sifting for removal of MEC, MEC debris, fuzes, sampling and analysis, transport and disposal of hazardous and non-hazardous waste, backfill, compaction, grading for proper drainage, and establishment of vegetative cover. The anticipated contract period of performance is 4 years, with Options for various quantities of both hazardous and non-hazardous soil excavation. It is estimated the contract value could exceed $50M.
