Description
The Department of Veterans Affairs (VA), Network Contracting Office 20 (NCO 20), is conducting market research on behalf of the Western States Network Consortium (WSNC) to identify potential contractors capable of providing Medical Coding Books to VA medical facilities and clinics. The WSNC is comprised of Veterans Integrated Service Networks (VISN s) 17, 19, 20, 21, and 22. VISN 17: Texas, Eastern New Mexico. VISN 19: Montana, Wyoming, Eastern Idaho, Eastern Nevada, Utah and Colorado. VISN 20: Oregon, Washington, Idaho and Alaska. VISN 21: Northern California, Nevada, Hawaii Islands, Philippines Islands, Guam and American Samoa. VISN 22: Southern California, Arizona, New Mexico, Southern Colorado NOTE: Due to future VA reorganization under the Restructure for Impact and Sustainability Effort (RISE), VHA facilities under this agreement may be adjusted based on the new organizational structure. This requirement may be expanded to cover the anticipated future footprint for VISNs 4 and 5. This expanded coverage area may include, but is not limited to, the states of Nebraska, Kansas, Missouri, Arkansas, Louisiana, Mississippi, and the remainder of Oklahoma. Any post-award contract coverage change will be done through bi-lateral modification. To be considered a responsive and potential source, interested parties shall provide a capabilities statement containing the following information: Business name, address, point of contact, phone number and email address. Business size designation under NAICS 513130, type, and SAM Unique Identifier Number. Affirmation that the vendor is capable of performing in accordance with the attached Draft Requirement Description. Affirmation that the vendor is capable of providing all line items in the attached Draft Schedule of Items. Information detailing how the vendor plans to comply with the Non-Manufacturer Rule (NMR). Specifically, vendors should address the following: Employee count; Is the vendor primarily engaged in the retail or wholesale trade and normally sells the type of products being supplied?; How does the vendor take ownership or possession of the item(s) with its personnel, equipment, or facilities in a manner consistent with industry practice?; Does the vendor supply the end products of a small business manufacturer or processor made in the United States, or obtains a waiver of such requirement?; Does the vendor have authorization from the manufacturer to resell the required products? Place of manufacture information for products it plans to sell. The vendor shall identify which WSNC locations they can service with their existing capabilities. Additionally, contractors can provide feedback on the attached Draft Requirement Description, which may be considered if a solicitation is posted. Provide the requested information to Darien Justice at darien.justice@va.gov before 10:00 AM PST on July 14th, 2026. All questions must be submitted via email, no telephonic inquiries will be accepted. This is a sources-sought notice only. The purpose of this notice is to obtain information regarding the availability and capability of verified sources to perform this potential requirement. Responses received will assist the Government in determining the appropriate acquisition strategy. The Government may or may not issue a solicitation as a result of this notice. There is no solicitation available at this time, and this is not a request for quotes.
