NOTICE OF INTENT TO AWARD SOLE SOURCE The United States Air Force (the Government) intends to issue a Firm-Fixed-Price Purchase order to a sole source, CQ Roll Call, Inc. Under the authority of DAFFARS 5313.501(a)(1)(ii), 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901), on or about 10 June 2026. The base period of performance (PoP) will be from 24 June 2026 � 23 June 2027. The resulting award will also include four (4) 12-month options, extending the term of the contract to 23 June 2031. PSC/FSC: 7630 NAICS: 519290 Size Standard: 1,000 employees Subscription name: Comprehensive Legislative Tracking & Congressional News Analysis Product description: The Department of the Air Force Library Program requires a congressional legislation tracking and analysis subscription for AFMC HQ/PA. They need a resource that will provide a comprehensive tracker of federal legislation with non-partisan and unbiased analysis of current and archival information to make informed decisions. This requirement is a follow-on to contract FA860421PB025. This is a twelve (12) month base subscription with four (4) 12-month option years to CQ Roll Call, Inc, (CAGE: 4NCC2) for Comprehensive Legislative Tracking & Congressional News Analysis. Product characteristics an equal item must meet to be considered: Must be able to track legislation and cases, find stakeholders via the directory, compare voting behavior and similarity, analyze vote breakdowns by party or country, search amendments for federal and state governments Must provide policy insights, breaking scoops and in-depth analysis throughout the day. Must provide newsletters for: morning briefing, general news, budgets, defense Must provide a magazine from current date with back issues to 1984 Must provide congressional information (1985 to present), congressional member profiles (1995 to present), congressional live news and legislative updates, today at a glance information Must cover energy, environment, transportation and defense news/industry Must provide an archive of bill text (1987 to present), bill compare, CRS bill digests (1986 to present), committee reports (1989 to present), congressional record (1988 to present), federal register (1997 to present), and public law text and U.S. Code Must provide transcripts of hearings, newsmaker and financial (1990 to present), 1 hour AI transcripts and expanded coverage, able to provide custom transcripts when requested, committee testimonies (1995 to present) Must be able to break down house information by day, week, into fact sheets, floor and conference summaries (1999 to present) Must be able to provide Congressional Research Summaries reports (1978 to present), bill analysis (1990 to present), Floor Videos (2003 to present) and Votes (1983 to present) Must be able to provide Committee Markup coverage, hearings and rosters (1989 to present) Must provide comprehensive coverage of state news and legislation Must provide information on the federal budget and defense bills from first draft through the appropriations process Must be able to provide indexed and searchable video footage of the House and Senate floor, and law tracking tools to identify small changes in drafts and complete verbatim transcripts of hears within 3 days of the close of the hearing Must be able to provide a platform that enables issue management and collaboration to manage interactions with state leadership, staff and key stakeholders Must provide analysis and coverage of state policies with insights, budget, legislative analysis, summaries and reporting Must be able to provide detailed breakdown of federal agency spending to include contract and vendor information Must be able to provide dedicated consultant to support curation, summarization and analysis of US Federal, State and global policies. Must be able to provide a customizable dashboard for users effect of public policy impacts on organization Must be a current commercial off the shelf product in the library and legislative marketplace Must provide an App for access and training and support. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received within 5 days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603. If this effort becomes a Small Business Set Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Contractors should be aware of the following information: 1. Contractors must include the following information: a. Points of contact, addresses, email addresses, phone numbers. b. Identification as a large U.S. business, a small U.S. business, or a foreign business. Please note that size indicated should be based on the NAICS code for this effort listed above. c. Identification of any other socioeconomic status including: Women-Owned Small Business, Economically Disadvantaged Small Business, 8(a), Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business or HUBZone. d. Company CAGE Code or DUNS Number. 2. If this posting specifically references brand name products, offerors are encouraged to suggest products other than those specifically referenced. Responses must address how the alternate product meets the product characteristics specified above. 3. Submitted information shall be UNCLASSIFIED. 4. Responses are limited to 10 pages in a Microsoft Word compatible format.
