INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the Design-Bid-Build minor construction project #402-22-701, Electronic Health Record Modernization (EHRM) Infrastructure Upgrades at the Togus Veteran s Affairs (VA) Medical Center (VAMC) located at 1 VA Center, Augusta, Maine, 04330-6795. PROJECT DESCRIPTION The EHRM program is a large-scale, commercial effort that addresses deficiencies within the built environment of the Information Technology (IT) and Communication Service Lines and prepares the campus for the Cerner upgrade that is happening nationally. In addition to ensuring adequate capacity for planned growth and maintenance, this project addresses deficiencies as defined by the Infrastructure Standard for Telecommunications Spaces Version 4.0 (July 1, 2023), Solution Delivery Data Center and Infrastructure Engineering. PSRDM (Physical Security and Resiliency Design Manual) 2021 VA Standard. Like all standards, they are to be implemented to the greatest extent possible within the framework of available budgets and without negatively impacting the overall mission of serving the health and welfare of the veteran population served by the Togus VAMC in Augusta, ME. The VA must implement upgrades and renovations to ensure the modernization efforts are supported by both proper IT infrastructure and physical (i.e., facilities) infrastructure that meet the requirements established by the VHA Healthcare Environment and Facilities Programs (HEFP). In support of the EHRM program, the Togus VAMC has a requirement to construct the EHRM Infrastructure Upgrades project. The scope of this project includes, but is not limited to, the following infrastructure improvements: Electrical (electrical panel upgrade, power (normal & emergency)), Bonding, UPS, Building Management System interfaces, assess for new and upgrades to existing HVAC, reconfiguration, expansion, and renovation of existing space (demo, new construction, finishes, cable), addition of a new TR tower building addition at B200/200E to accommodate 10 new Telecommunications Rooms (approximately 170sqft). Construct new data center building addition of approximately 2,000 gross square feet (electrical distribution, cable management, cabinets, raised flooring, finishes, HVAC), communication infrastructure (new Data outlets, patch panels, upgrade to Cat 6A cable) in buildings as necessary, physical security upgrades, assess and upgrade fiber infrastructure backbone campus wide within buildings and between buildings, and hazardous material (asbestos, lead, etc.) abatement. Project buildings include: 200, 200E, 201, 203, 204, 205, 206, 207, 208, 209, 210, 211, 212, 221, 232, 235, 238, 240, 248, 255, 300, BQ1, BQ3, BQ4, BQ27, BQ32, BQ69, 248, MRI, and site. Contractor shall complete the intent of project 402-22-701 in strict accordance with the Statement of Work (SOW), drawings, and specifications. All work not specifically identified by the drawings and/or specifications but necessary for a complete system shall be included as if specifically identified in the Contract Documents. ADMINISTRATIVE The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the tradeoff procedures listed in the solicitation. The solicitation will be issued unrestricted, subject to full and open competition. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation is anticipated to be issued in late April early May 2026. The period of performance is approximately 730 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $50,000,000 and $100,000,000. This notice is not a request for competitive offers.
