Description
INTENT TO SOLE SOURCE NeuroPort EEG System Blackrock Neurotech The Department of Veterans Affairs, Network Contracting Office (NCO) 1, intends to negotiate and award a sole source procurement under the authority of FAR 13.106 1(b)(1)(i), Only One Responsible Source, to Blackrock Neurotech, the Original Equipment Manufacturer (OEM) and sole authorized source for the NeuroPort EEG system and associated components. The NeuroPort EEG is a proprietary system, and Blackrock Neurotech maintains exclusive rights to its manufacture, distribution, software, and technical support. No third party vendors are authorized to provide these supplies or services. Due to the unique specifications, compatibility requirements, and OEM controlled intellectual property, no other sources are capable of meeting the Government s minimum needs. This notice of intent is not a request for competitive quotes. However, interested parties that believe they can meet this requirement may submit a capability statement, including product literature, demonstrating their ability to provide an OEM certified NeuroPort EEG system directly comparable to Blackrock Neurotech. All responses must be received by the date and time listed in this posting and must clearly show authorization from the OEM. A determination not to compete based on responses to this notice is solely within the discretion of the Government.
