Request for Proposal (RFI) On-Site Records Digitization Services for Classified and Unclassified Federal Records INTRODUCTION: The U.S. Department of Energy (DOE), Office of Headquarters Procurement Services is issuing this Request for Information (RFI) on behalf of the Office of General Counsel (GC). The purpose of this RFI is to assist the Government in conducting market research focused on identifying potential sources and capabilities. This information will be used for market research only. This is not a solicitation. This RFI may result in a limited competition of future Request for Quote, at the discretion of the DOE. Companies not responding to this RFI may be precluded from participating in any future solicitations related to this requirement. OBJECTIVES: The DOE Office of General Counsel, Office of Administrative Operations, is conducting market research to identify qualified vendors capable of providing on-site document digitization services for approximately 2,000 boxes of both classified and unclassified paper records. The primary objective is to convert these physical records into digital formats that are NARA-compliant and can be seamlessly integrated into a future commercial off-the-shelf (COTS) electronic records management (ERM) system. This RFI is issued for information and planning purposes only and does not constitute a solicitation. Responses will be used to form our acquisition strategy plan. The objective of this RFI is as follows: a. Gather information on available on-site digitization services capable of handling both classified and unclassified federal records. b. Understand vendor capabilities in adhering to NARA digitization standards and security protocols for sensitive information. c. Assess technical approaches and best practices for large-scale, on-site, compliant digitization. d. Obtain budgetary estimates for various service configurations based on the specified requirements. e. Identify potential vendors with demonstrated experience in providing secure, on-site digitization to federal government agencies.
