Description
SPECIAL INSTRUCTIONS The contractor shall furnish all materials, supplies, tools, parts, equipment, transportation, labor, supervision, communication, and quality control to repave and resurface the Nolin River Lake Dog Creek Campground Entrance Road, install new parking area at the Dog Creek Campground Shower house, and repair a section of the entrance road at Tailwater Recreation Area. The contractor�s work and responsibility shall include all planning, programming, administration, management, supervision, communications and inspection necessary to assure that all work is conducted in accordance with the contract requirements and all applicable Federal, State and Local laws and regulations. All work shall be performed in strict compliance with the attached specifications and all other terms and conditions incorporated herein. Work will begin within 14 calendar days of the Notice to Proceed (NTP) and will conclude 60 calendar days after the NTP. LOCATION: Nolin River Lake 2150 Nolin Dam Road Mammoth Cave, KY 42259 This RFP is 100% set-aside for Small Businesses under NAICS 237310 ($45 Million). One award will be made from this solicitation. The contract award will be based on Low Price. Method of payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor. Quotes will not be accepted for quantities less than the quantities specified in the price breakout schedule. Failure to submit a unit price for all items listed will be considered as a material deviation from the requirements and the Quote will be rejected. Note: A pre-bid site visit is HIGHLY ENCOURAGED for the contractor to review the complexities of the work site, verify existing conditions, and collect exact measurements Site visits should be arranged by scheduling an appointment with the TPOC. All offerors interested in visiting the site must attend the site visit at that scheduled time. No other site visits will be conducted. In accordance with FAR 52.237-1, Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Offerors shall submit one (1) electronic copy of their offer via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module before the date and time specified in Block 13 of the attached SF 1442. Technical questions pertaining to this project shall be posted to ProjNet per the instructions incorporated into the solicitation. Contractors are NOT to contact the TPOCs listed until an award has been made. All questions must be submitted via ProjNet by 5 days prior to the solicitation closing. All contractors must be registered in the System for Award Management (www.SAM.gov) prior to submitting a proposal. All proposed contractors are highly encouraged to review FAR Clause 52.232-33 Payments by Electronic Funds Transfer � System for Award Management, which indicates �All payments by the Government under this contract shall be made by electronic funds transfer (EFT).� Those not currently registered can obtain registration by going to the website http://www.SAM.gov. PLEASE NOTE: SAM is completely free of charge for both registrants and users.
