SOURCES SOUGHT NOTICE Requirement: Full Window Replacement, Building 674 Agency: U.S. Army Garrison Devens Reserve Forces Training Area (RFTA) Product Service Code (PSC): Z2AZ - Repair or Alteration of Other Administrative Facilities and Service Buildings NAICS Code: 238350 - Finish Carpentry Contractors (Small Business Size Standard: $19.0 Million) Synopsis: This is a Sources Sought notice for market research and planning purposes only. This is NOT a solicitation for proposals and does not constitute a commitment by the Government. The U.S. Army Garrison Devens RFTA is seeking to identify qualified and experienced businesses capable of performing a full window replacement at Building 674, Devens, MA. Based on responses to this notice, the Government will determine the appropriate acquisition strategy, including whether a small business set-aside is feasible. The anticipated acquisition will be a Firm-Fixed-Price (FFP) contract awarded on a Lowest Price Technically Acceptable (LPTA) basis. Project Description: The contractor shall provide all plant, labor, supervision, materials, equipment, and transportation necessary to remove and replace all existing windows in Building 674. The project includes the furnishing and installation of approximately 282 new vinyl, single-hung, dual-pane, low-E insulated replacement windows, along with all associated flashing, sealant, and trim work. Work must be performed in strict accordance with the Performance Work Statement (PWS), project diagrams, and the U.S. Army Corps of Engineers (USACE) Safety and Health Requirements Manual (EM 385-1-1). Place of Performance: Building 674 Devens Reserve Forces Training Area (RFTA) Devens, MA 01434 Bonding Requirements: Performance and Payment Bonds will be required in the amount of 100% of the contract award value prior to the issuance of a Notice to Proceed (NTP). Submittal Requirements for Interested Parties: Interested businesses should submit a capabilities statement (not to exceed 10 pages) that demonstrates their ability to perform the services described. The statement must include: Company Information: Name, address, Point of Contact (Name, Phone, Email), CAGE Code, and Unique Entity ID (SAM.gov). Socio-Economic Status: Clearly identify size status (e.g., Small Business, 8(a), HUBZone, WOSB, SDVOSB) under NAICS code 238350. Bonding Capability: A letter from your surety company verifying your firm's single and aggregate bonding capacity of at least $1.5 Million. Relevant Experience: Provide at least two (2) examples of similar projects completed within the last five (5) years. "Similar" is defined as a window replacement or building renovation project with a value of at least $750,000.
