1. Action Code: Presolicitation Notice (Update) 2. Posting Date: 05/06/2026 3. Project Title: USFS Pacific Southwest (Region 5) � Regional Vault & Septic Pumping Services (Multiple?Award IDIQ) 4. Solicitation Number: 127EAS26R0003 (RFP forthcoming) 5. Contract Type: Commercial Services; Multiple?Award Firm?Fixed?Price IDIQ (Base + 4 Option Years) 6. NAICS: 562991 � Septic Tank and Related Services; Small Business Size Standard: $9M 7. PSC: S222 � Housekeeping: Waste Treatment/Storage. 8. Set?Aside: Full and Open Competition. The Government intends to make multiple awards to a mix of large and small businesses to ensure reliable coverage across remote and difficult?to?access service areas. 9. Place of Performance: National Forests throughout USDA Forest Service Region 5 (California), across eight geographic zones and associated ranger districts. 10. Requirement Summary: The U.S. Forest Service intends to issue an RFP for vault toilet pumping, septic tank pumping, servicing of USFS?owned portable toilet facilities, hauling and disposal, and cleaning/inspection at recreation and administrative sites throughout Region 5. Task orders will include recurring and as?needed services, including emergency response where required. The requirement supports high?visibility recreation sites, remote districts, and winter?access areas. 11. Anticipated RFP Posting: On or about May 15, 2026. 12. RFP Closing (Offers Due): Anticipated for May 31, 2026. 13. Evaluation Period: Anticipated June 2�5, 2026. 14. Anticipated Award Date: June 12, 2026. 15. Seasonal Operations: The Government intends to award seed task orders promptly upon award to avoid delays at the start of the major recreation season (Memorial Day weekend). 16. Instructions / Attachments: Draft documents remain posted for industry planning purposes, including the Performance Work Statement (PWS), Schedule of Items (SOI), Maps, and Geographic Locations. Offerors shall review the final RFP for the definitive terms, instructions to offerors, evaluation criteria, and CLIN structure. Post the virtual session, the PWS and SOI have been updated. 17. Questions: Submit formal questions in writing to klenise.wallace@usda.gov and victor.aguirreorozco@usda.gov. The final RFP will identify the Q&A cutoff. 18. Site Visit / Industry Meeting: No additional meetings are anticipated. The original virtual meeting with industry occurred 18 March 2026; no new session is planned. Interested offerors may submit questions in writing to the CO and technical team. 19. Notes: Update � Drafts posted for industry planning (final solicitation pending internal reviewss and approvals) This notice serves as an updated presolicitation announcement for the forthcoming USFS Pacific Southwest (Region 5) Regional Vault & Septic Pumping Services Multiple?Award IDIQ. As stated in the 04/14/2026 SAM.gov update, the draft documents currently posted�including the PWS (J.2), Schedule of Items (J.3), SF1449 (J.1), maps, and geographic zone data�remain available for industry planning purposes only and do not represent the final solicitation. These drafts must not be used for proposal submission and the Government cannot accept any responses to draft materials. The Government is finalizing internal reviews, incorporating updated seed task orders, and completing mandatory clearance steps. The final RFP is anticipated to be posted on May 15, 2026, at which time all finalized attachments�including seed task orders�will replace the drafts currently posted. Contractors should continue monitoring SAM.gov for official updates. Scope of Requirement The USFS intends to award multiple firm?fixed?price IDIQ contracts to provide: Vault toilet pumping Septic tank pumping USFS?owned portable toilet servicing Inspection, cleaning, and disinfection of USFS toilet buildings Waste hauling and legal disposal Emergency pumping (48?hour response) Remote/winter access operations The contract will support all National Forests in California, organized into eight geographic zones, including high?elevation, wilderness?adjacent, and limited?access recreation sites. Several locations require high?clearance or snow?capable vehicles. The Government anticipates awarding to a mix of large and small businesses to ensure comprehensive regional coverage, surge capacity, and risk mitigation across remote locations. This strategy was outlined in the 04/14 update and reaffirmed in the 05/06 contractor message.
