PRE-SOLICITATION NOTICE (SYNOPSIS) Subject: Port Safety Gear Personal Protective Equipment (PPE) Package and Modified Headset Systems Notice Type: Pre-Solicitation Notice (Synopsis) Contracting Office: 409th CSB � Theater Contracting Center Acquisition Authority: FAR Part 12 � Commercial Products and Commercial Services (RFO-Compliant) GENERAL CLASSIFICATION Product Service Code (PSC) 4240 � Safety And Rescue Equipment NAICS Code 339113 � Medical Equipment and Supplies Manufacturing Proposed Award Type Single-Award, Firm-Fixed-Price (FFP) REQUIREMENT DESCRIPTION The 409th CSB � Theater Contracting Center intends to issue a solicitation for the purchase of commercial Port Safety Gear PPE Package and Modified Headset Systems. This contract is designed to fully equip 67 Government personnel with high-visibility, all-weather safety clothing and safety gear, and to provide 80 modified tactical communication headsets to support the 598th Transportation Brigade and the 838th Transportation Battalion. High-Level Scope of Work: Equipment Sourcing: Sourcing multi-season high-visibility clothing, safety boots (S3 safety class), safety helmets, protective eyewear, and safety gloves. All safety equipment must meet applicable European safety standards (DIN EN ISO) and bear physical CE markings. Tactical Headset Modification: Procuring 80 3M PELTOR ComTac VIII headsets and physically modifying them with 3M Peltor PTT FL5063 adapters to achieve complete compatibility with legacy unit tactical radios (Motorola DP4xxx series). In-Person Custom Sizing: Conducting mandatory, in-person sizing sessions for all 67 personnel. To accommodate commercial capabilities, fittings may be conducted at a local contractor retail shop in Kaiserslautern or within a 30-kilometer radius of Kaiserslautern, Germany. Branding: Affixing the Army Transportation Corps logo to high-visibility outerwear. CAPABILITY STATEMENT: Submit a detailed capability statement that explicitly provides the following: Vendor POC Names and Phone Numbers. Affirmative statement of capability to deliver to Sembach Kaserne within 90 calendar days. Evidence of an established location in Kaiserslautern, Germany or within 30km radius from Kaiserslautern (include location). Teaming/Subcontracting Statement: An affirmative statement that the Quoter will perform 100% of the work as the prime contractor -OR- A comprehensive list of all proposed subcontractors (including legal name, address, POC, narrative of duties, and a signed Letter of Intent on official letterhead). RESPONSE INSTRUCTIONS This is a Pre-Solicitation Notice only and does not constitute a request for quotes or proposals. All interested vendors must submit their Capability Statement via email to SSG Jean Carlos Silva at jean.c.silva2.mil@army.mil. The formal solicitation package including full specifications and submission instructions will be sent to all local vendors.
