Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 1305M426R0011 is issued as a Request for Proposal (RFP) in support of the National Oceanic and Atmospheric Administration�s (NOAA) Professional, Scientific, and Technical Services Program (ProTech) 2.0 Space-Based Environmental Monitoring (SBEM) Domain Indefinite Delivery/Indefinite Quantity (IDIQ) and its associated Task Order 01 procurement. NOAA intends to acquire commercially-produced satellite-based terrestrial and space weather data across multiple Functional Categories. Through this acquisition, NOAA aims to operationalize and expand the use of commercial observation data to complement existing government observing systems, advance environmental monitoring, and improve weather forecasting, numerical modeling, space weather prediction, and decision support services across NOAA�s mission areas. Interested vendors are responsible for visiting https://www.sam.gov periodically for any changes or updates to this notice. All prospective offerors must be actively registered in the System for Award Management (SAM) in order to be eligible for award (https://www.sam.gov) IAW FAR 4.203. Responses to this notice will not be returned. AMENDMENT 0001 The purpose of this amendment (0001) is the following: 1. Provide the Government's responses to vendor questions in the attached "RFP Questions & Answers Compilation (5.12.2026)_Amendment 0001" 2. Provide "Attachment J.1 - SBEM IDIQ SOW v8 (5.6.2026)_Amendment 0001." SOW Section C.4.3.5.2 and C.9.4 have been updated. 3. Provide "Attachment J.2 - IDIQ Price Schedule (5.5.2026)_Amendment 0001." 4. Provide "Attachment J.5 - TO-1 Price Volume Spreadsheet_Amendment 0001." 5. Provide "Attachment J.6 - TO-1 RFTOP Instructions & Evaluation Criteria_Amendment 0001." 6. Provide "SBEM TO-1 Schedule_Amendment 0001." All other terms and conditions remain the same. AMENDMENT 0002 The purpose of this amendment (0002) is to provide "Attachment J.6 - TO-1 RFTOP Instructions & Evaluation Criteria_Amendment 0002." All other terms and conditions remain the same.
