Description
THIS IS A REQUEST FOR PROPOSAL. PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. SUBJECT: Solicitation; FA890326R0019; Optimized Remediation Contract at Fairchild Air Force Base, Washington, previous RFI and Q and A posted under FA890325R0035 This requirement is for environmental remediation activities at Fairchild Air Force Base (AFB), Washington (WA). The Performance Work Statement (PWS) defines the scope of environmental services necessary to conduct site restoration under the Optimized Remediation Contract (ORC). The range of activities includes investigation, design, construction of remedial systems, operation and maintenance of established remedies, optimization at applicable sites, and achievement of site-specific objectives. The Contractor shall undertake Environmental Remediation activities to achieve Performance Objectives (POs) at thirteen (13) Installation Restoration Program (IRP) sites. The North American Industry Classification System (NAICS) Code for this requirement is 562910, Product Service Code is F108. The RFP will be advertised on (https://sam.gov). The RFP will be in accordance with the procedures found in RFO 15.102, Structuring a Requests for Proposals. It is the responsibility of the interested party to check frequently for any changes to this solicitation. All parties interested in submitting a proposal must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Offeror ineligible for contract award. Interested parties can register at (https://sam.gov). Please include FA8903-26-R-0019 Fairchild ORC in the subject line of all emails addressed to the CO regarding this solicitation. Offerors must submit all questions related to this solicitation in writing to the Contracting Officer, Mr. Christopher Keyes via email NLT 20 April 2026, 5:00 P.M. CDT, at christopher.keyes.2@us.af.mil and courtesy copy the Contracting Specialist, Melany Ruiz at melany.ruiz.1@us.af.mil. Questions must be submitted using the Attachment 7 - Q and A Template provided as an attachment to this notice. Responses to questions will be posted as an amendment to this solicitation. It is the responsibility of offerors to check this notice frequently for any updates. See Attachments 1 through 16. Attachment 5 - Section L- Fairchild ORC Instructions to Offerors and Attachment 6 - Section M - Fairchild ORC Evaluation Criteria are provided.
