Description

This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: MEDBROKERS. BACKGROUND: National Institutes of Health (NIH), a part of the U.S. Department of Health and Human Services, is the primary federal agency for conducting and supporting medical research. Helping to lead the way toward important medical discoveries that improve people's health and save lives, NIH scientists investigate ways to prevent disease as well as the causes, treatments, and even cures for common and rare diseases. Composed of 27 institutes and centers, the NIH provides leadership and financial support to researchers in all fifty states and throughout the world. The Clinical Center at the National Institutes of Health (NIH) in Bethesda, Maryland, is the nation's largest hospital devoted entirely clinical research. It is a national resource that makes it possible to rapidly translate scientific observations and laboratory discoveries into new approaches for diagnosing, treating, and preventing disease. Approximately 1,500 studies are in progress at the NIH Clinical Center. Approximately, half of the studies are the first tests of new drugs or medical treatments in humans. The rest are natural history studies which include many rare diseases. These long-term studies lead to a better understanding of how diseases develop and result in improvements in prevention and treatment. The Biomedical Engineering and Property Management Section (BEIP) manages the maintenance, calibration, safety, and performance monitoring of clinical and nonclinical equipment. BEIP ensures that all clinical equipment meets regulatory agency(s) regulations and industry standards. Additionally, it repairs and maintains patient care and non-patient care nonmedical equipment. The section works closely with our nurse consultant�s office and other pertinent Clinical Center committees in forecasting, planning, and integrating current and future clinical equipment requirements for researchers. The Sterile Processing Section within NIH CC Nursing Department uses the Medbrokers Monitor to detect EtO leaks within the department. The existing unit has reached its end of life and needs to be replaced to continue to safely monitor EtO leaks within the department when running the machine for EtO sterilization. This requirement is needed to support staff and patient safety by ensuring the environment is safe. The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements.
